RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts/Purchasing Officer to increase the County Master Agreement with Manpower Inc./California Peninsula, Robert Half International, Inc., Spherion Staffing LLC, and Select Staffing for the provision of temporary staffing services for the County of Monterey by the total annual amount of $1,500,000 for an aggregate annual amount of $3,500,000 for all Agreements on an as-needed basis.
 
SUMMARY/ DISCUSSION:
 
The annual increase of $1,500,000 to the Master Agreement RFP #10129 will assist Natividad Medical Center (NMC) in meeting its labor needs by utilizing employees from temporary staffing agencies to ensure that NMC can continue to provide quality customer service to its clients.
This increase will allow the Natividad Medical Center to provide coverage for its staffing needs in critical areas. Temporary staff assignments will provide coverage for NMC staff vacations, family medical leaves of absence, workers compensation injury leaves of absence, and other long term leaves of absence, as well as an increase in patient census or staff vacancies. Approval of this request will allow NMC to continue to provide quality customer service to its patients, and to meet the needs of the community at all times.
The Board previously approved amendment to the Master Agreements for Temporary Staffing Services per Board Orders # A-11816, A-11817, A-11818, A-11819, & A-11820. The current term of these Agreements expires August 1, 2013 with an option to extend the Agreements for two additional one year periods.
Copies of the Agreements are on file with the Clerk of the Board. Given the current County expenditure freeze, on a case-by-case basis, departments will determine the criticality of these services before entering into agreements for services. Departments are free to choose from the approved contractors on the Master Agreement list. The County of Monterey does not guarantee a minimum or maximum dollar value to any of the Agreements.
 
OTHER AGENCY INVOLVEMENT:
 
County Counsel has reviewed and approved this request as to legal form and risk provisions.  Auditor-Controller has reviewed and approved this request as to fiscal provisions.  The request has also been reviewed and approved by Natividad Medical Center's Board of Trustees.
FINANCING:
 
Funds for this increase are contained within NMC's approved FY 12-13 budget appropriations, expenditures will depend on the actual services request by NMC. Although there is no ceiling amount stated in the individual Agreements the aggregate amount to be spent for these Agreements by all County departments including NMC, issued under RFP #10129 is estimated not to exceed a combined total of $3,500,000 annually. There is no impact to the General Fund.
