Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a)                      Approve and authorize the Contracts/Purchasing Officer to execute a Facility Lease Agreement based on   the selection criteria set forth in RFP #10552, with the Early Development Services, Inc. (“LESSEE”) for the Schilling Day Care Facility located at 1494 Schilling Place, Salinas, for the initial term of five (5) years from the date of execution through and including July 31, 2021, for a monthly lease amount of $1,000; and

b)                     Authorize the Contracts/Purchasing Officer to exercise the option to extend the Facility Lease Agreement   for One (1) additional Five (5) year period in accordance with the terms and conditions set within the Facility Lease Agreement.

 

 

SUMMARY/DISCUSSION:

With the recent purchase of the Schilling facilities by the County, the purchase included a pre-constructed facility designed specifically for Childcare Operations. The facility in question is located at 1494 Schilling Place and is currently vacant and has been vacant for approximately three (3) years. With the approval and authorization by the County Board of Supervisors during their regularly scheduled board meeting of July 28, 2015, the Board of Supervisors authorized the County Contracts/Purchasing Officer to prepare and issue a Request for Proposals (RFP #10552), which was released Monday, December 7, 2015 to solicit written proposals from qualified Child Care providers capable of providing the children of County employees, and the community, with child care services geared towards enhancing and providing the necessary development skills for Early Childhood Education and Development.

 

Through the competitive RFP process the County selected “Early Development Services, Inc.”, (hereinafter referred to as “EDS”) as the most qualified Contractor capable of fulfilling the requirements of the RFP with a high level of quality early childhood care and educational program services that ensures the optimal physical, social, emotional and intellectual development of the children within the facility. EDS was successful in demonstrating with clear evidence that it has developed a program philosophy that reflects the best practices in early childhood care and education.

 

EDS is currently providing managed child care services to the following local entities: California State University Monterey Bay (CSUMB), Hartnell Community College, First 5 Monterey County, and Santa Barbara County in various capacities. EDS is heading into its 15th year of successful operations, while maintaining both cultural recognition and sensitivity through their proven and successful child care programs. 

 

Approval of the recommended action will enable the County to assure a reliable source of child care services are provided and made available within the referenced facility.

 

 

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed and approved the Facility Lease Agreement as to form. The Auditor/Controller’s Office has approved the Facility Lease Agreement as to fiscal provisions.

 

 

FINANCING:

There is no financial impact to the County’s General Fund. The $1,000 dollar fee collected monthly will be utilized to maintain the facility and associated costs.
