RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize Risk Management to execute a Renewal and Amendment number three to the Agreement between the County of Monterey and Plexus Global LLC, for no additional money, to continue third party administrative services for the Department of Transportation (“DOT”) drug and alcohol testing program and Federal Motor Carrier Safety Administration (“FMCSA”) clearinghouse services for a not to exceed amount of $50,000.
SUMMARY/DISCUSSION:
The County of Monterey, Risk Management utilizes Plexus Global LLC for the ongoing administration of Drug & Alcohol testing as required by the Department of Transportation. The County of Monterey and Plexus Global LLC Amendment number two (2) to the Agreement expired on January 26, 2025, and the County has a continued need for services. Both The County and Plexus Global LLC wish to renew the agreement retroactive to January 27, 2025, extending the Agreement for one (1) additional year through January 27, 2026. This Agreement extension will not require additional funds.
OTHER AGENCY INVOLVEMENT:
The office of the County Counsel has reviewed and approved this Agreement as to legal form. Auditor-Controller has reviewed and approved as to fiscal provisions.
FINANCING:
Sufficient funds are available in the FY 2024-2025 Adopted Budget. There is no financial impact to the General Fund resulting from approval of this Agreement.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This recommendation supports the Board of Supervisors Strategic Initiatives of Public Safety by supporting services for drug and alcohol testing required by the Department of Transportation and clearinghouse driver management required by the Federal Motor Carrier Safety Administration (“FMCSA”). These services support county departments who employ workers required to hold a commercial driver’s license (“CDL”) to conduct county business, helping ensure compliance and the safety of the public by administering the pre-employment, post-accident, and random drug testing programs.
