b. Approve and authorize the Director of Health Services or designee to execute up to three future amendments that do not significantly change the scope of services.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute Amendment No. 9 to the Paramedic Service Provider Agreement No. A-13461, between the County of Monterey and Monterey County Regional Fire District to extend the term of the agreement for two years, for an aggregate term of March 28, 2012 through June 30, 2028 for the provision of paramedic services in the County of Monterey; and
b. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not significantly change the scope of services.
SUMMARY:
The Director of Health Services seeks authorization to execute a retroactive Renewal and Amendment No. 9 to the Paramedic Service Provider Agreement with Monterey County Regional Fire District to extend the term of the agreement to June 30, 2028 for the provision of paramedic services in the County of Monterey.
DISCUSSION:
The Emergency Medical Services (EMS) Agency is designated under California law by the County of Monterey as the local Emergency Medical Services Agency responsible for planning, implementing, and evaluating the local EMS system throughout the County of Monterey. Under California law, no person or organization may provide “advanced life support,” also known as “paramedic services,” unless that person or organization is an authorized part of the emergency medical service system of the local EMS agency.
Accordingly, under California law, a paramedic service provider must have a written agreement with the local EMS agency to participate in the EMS system and to comply with all applicable state regulations and local policies and procedures, including participation in the local EMS agency’s Continuous Quality Improvement (“CQI”) program.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel has reviewed and approved this agreement as to legal form. This item was reviewed and supported by the EMS Agency leadership team.
FINANCING:
There is no impact on the General Fund with this action. This agreement does not involve an exchange of funds but supports EMS system operations.
