SUMMARY:

First Alarm has provided reliable alarm system services to the Health Department for more than two decades. These services include monitoring of the intrusion alarm system, the fire suppression system, and temperature-sensitive equipment used to store vaccines and other medical products. Continuation of these services is essential to protect behavioral health assets and ensure uninterrupted facility operations. Approval of this Agreement will allow these critical monitoring services to continue without disruption.

DISCUSSION:
The continued monitoring provided by First Alarm is vital to the safety and security of the Health Department’s Public Health Bureau facility located at 1441 Constitution Blvd. Building #400 2nd Floor, Room #202, Salinas, CA 93906. The card reader system serves as a primary safeguard against unauthorized access and employee badge-in reporting.

Therefore, approval of this Agreement is necessary to maintain continuous protection, ensure regulatory compliance, and uphold the County’s responsibility to safeguard behavioral health infrastructure and assets.

OTHER AGENCY INVOLVEMENT:
The Offices of County Counsel and the Auditor-Controller have reviewed and approved this Agreement as to form and fiscal provisions, respectively.

FINANCING:
Appropriations for this Agreement are included in the Health Department’s Behavioral Health Bureau (HEA012-8410) FY 2025-26 Adopted Budget, and provision for it will be made in the Department’s Requested Budget for the years out.
