RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts & Purchasing Officer or designee to execute retroactive Agreement with GEO Reentry Services, LLC, to provide evidence-based reentry services program to incarcerated persons, for the period of July 1, 2025 to June 30, 2030 in an amount not to exceed $2,258,958.
SUMMARY/DISCUSSION:
The Monterey County Sheriff’s Office is recommending the approval of this Agreement to a multi-year agreement with GEO Reentry Services, LLC to provide evidence-base reentry services programs for incarcerated persons under Monterey County Sheriff’s Office supervision. Evidence-based reentry services for the Monterey County Sheriff’s Office was solicited via a County Request for Proposal process (RFP #10947) on March 13, 2025 and it was overseen by the Contracts and Purchasing Department.
The purpose of this short-term multidisciplinary “evidence-based reentry services” program is to provide incarcerated persons at the Monterey County Jail with a structured reentry program prior to their release from incarceration. The program is intended to operate daily, Monday – Friday, and includes orientation, assessment, individualized service plans, substance abuse education/ programming, cognitive and life skills development, parenting skills, family reintegration, and money management. Services will also include employability, resume building, educational courses, socialization courses, and transitional reentry courses to prepare inmates to reenter into the community to become productive citizens in Monterey County.
The program operates at the Monterey County Jail, 1410 Natividad Road, in Salinas. GEO Reentry Services, LLC’s responsibilities also include prompt and direct communication with Sheriff’s Office personnel throughout the agreement.
This agreement is retroactive due to the time it took to negotiate.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
County Counsel and the Auditor-Controller have reviewed this Agreement as to legal form and fiscal provisions, respectively.
FINANCING:
AB109 partly funds this project, and the total cost of this contract was included in the FY 2025-26 Requested Budget. There will be no increase in General Contribution resulting from the Board action.
