RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Emergency Management or designee to execute an Agreement with the Community Foundation for Monterey County for an amount not to exceed $2,000,000 pursuant to the Request for Proposal (RFP) #10929, to administer the Pajaro Community Grants Program, with an agreement term of July 15, 2024, through December 31, 2025; and

b. Approve and authorize the Director of the Department of Emergency Management, or designee to sign up to three (3) future amendments to this Agreement with Community Foundation for Monterey County, where the total amendments do not exceed 10% ($200,000) of the original agreement amount and does not significantly change the scope of work, for a revised not to exceed maximum amount of $2,200,000.

 

SUMMARY:

On March 10, 2023, the unincorporated community of Pajaro experienced major flood damage which impacted households, businesses, local infrastructure, and personal property. California Assembly Bill 102 (AB 102) allocated funding to the County of Monterey to support flood relief for the community of Pajaro. This amount is available for assistance to individuals, households, and the community. Funding provided shall not be in duplication or replacement of benefits available or received through other existing assistance programs. In December of 2023, the Board of Supervisors approved an allocation of $2,000,000 for the Pajaro Community Grant Program.

 

DISCUSSION:

In December of 2023, the Board of Supervisors approved an allocation of $2,000,000 for the Pajaro Community Grant Program. The Program will provide grants to community-based organizations that will develop programs and projects increasing resources and services which bolster resilience in the community of Pajaro. These funds will be divided between a variety of wide-ranging community projects, which increase the ability of the whole community to prepare for, respond to, and recover from emergencies and natural disasters. The goal of the Pajaro Community Grant Program is to ensure the funding is used in a way that maximizes community impact, while ensuring unduplicated performance outcomes. The Pajaro Community Grant Program grant funding priority areas as outlined below:

                     Community Resources and Social Services Programing, including but not limited to:

o                     Senior and Youth Programs and Services

o                     Educational and Childcare Programs

o                     Community Preparedness and Resilience Events

o                     Farmworker Resource Development

o                     Recreational and Community Space Development and Upgrades

o                     Tenants’ Rights Advocacy and Education

                     Economic Development, including but not limited to:

o                     Pajaro Chamber of Commerce Development

o                     Job and Business Development Training

o                     New Small Business Development and Business Improvement Grants

o                     Economic Equity Programs

                     Increased Health Care Access, including but not limited to:

o                     Drug Prevention Services

o                     Mental Health Services

                     Expansion of Language Access Services, including but not limited to:

o                     Cultural Humility/ Equity Training

o                     Expansion of Interpretation Services

                     Community Beautification Projects, including but not limited to:

o                     Trees and Community Greening

o                     Community Art

 

In March of this year, the Department of Emergency Management issued Request for Proposal (RFP) #10929, to identify a fiscal agent to serve as the Pajaro Grant Program Administrator. Two bids were received and after an extensive selection process, the Community Foundation for Monterey County (CFMC) was selected. CFMC is a local 501c (3) with the mission to inspire philanthropy and be a catalyst for strengthening communities throughout Monterey County. CFMC has extensive experience in grantmaking through permanent, ongoing grant programs as well as special purpose grant programs.

 

Following execution of this Agreement, the Department of Emergency Management will partner with CFMC to develop a process for grantmaking, which highlights implementation, evaluation and expansion of community-based programs and services which increases the resilience of the community of Pajaro. This will include an application process to ensure grantees projects/programs align with program goals and demonstrate capacity to comply with grant guidelines and successfully implement their respective projects/programs. A grant selection committee will be developed and will consist of a diverse panel of community leaders and residents that is representative of the Pajaro community to review all applications for funding under this Agreement.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed and approved this as to legal form, and the Auditor-Controller has reviewed and approved as to payment provisions.

 

FINANCING:

There will be no impact on the General Fund from this action. Project is funded by the California Office of Emergency Services (CalOES) 2023 Winter Storm Flood Relief (WS) Program #WS23 01 0270. This funding is already in the Department of Emergency Management budget for FY 2024-25. Though the Agreement term extends into FY 2025-26, with a final expenditure date of December 1, 2025, DEM anticipates expending the total amount within the first fiscal year to allow sufficient time for reporting.
