RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health to sign Amendment No. 2 to the Mental Health Services Agreement A-12486 with Seneca Family of Agencies dba Kinship Center for mental health services to children and their families.  Amendment No. 2 revises the Payment and Billing Provisions, Business Associate Agreement, Cost Reimbursement Invoice Form, and Budget and Expenditures Report; and  increases Fiscal Year (FY) 2014-15 amount by $89,640, and FY 2015-16 amount by $89,640, for a revised total Agreement amount not to exceed $6,623,448.
 
SUMMARY/DISCUSSION:
Seneca Family of Agencies dba Kinship Center provides mental health services with four (4) separate programs (D'Arrigo Outpatient Clinic, Adoption Preservation, Trauma Services and the newly formed King City Children's Clinic). The programs serve seriously emotionally disturbed children who are in foster care, require aid to adoption, or are in adoption preservation status.  Kinship Center continues to provide mental health services to Monterey County and out-of- County Medi-Cal eligible youth, and their families through an array of programs. These services address the impacts of adoption on a child and his or her family and address permanency issues. Services are coordinated and designed to address an individual's mental health needs and aim to reduce the possibility of future residential care, out-of-home placement, and/or hospitalization.
 
This Amendment No. 2 increases services to the D'Arrigo Children's Clinic by $52,000 and decreases services by the same amount to the Adoption Preservation program for FY 2013-14, and provides for a four (4%) percent rate increase for all the Kinship Center program components for FY 2014-15 and FY 2015-16.   This Amendment No. 2 increases the total contract amount by $179,279.
 
This Amendment No. 2 is effective May 1, 2014.  This Amendment No. 2 was delayed for Board presentation because of the process to finalize the program budget for FY 2014-15.
 
This work supports the Monterey County Health Department 2011-2015 strategic plan initiative:  3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically:  6) Enforce laws and regulations that protect health and ensure safety.
 
OTHER AGENCY INVOLVEMENT:
County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this Agreement as to legal form, fiscal provisions, and insurance requirements, respectively.  This Amendment No. 2 is on file with the Clerk of the Board.
 
FINANCING:
This Amendment No. 2 is funded by Medi-Cal (50%) and Mental Health Services Act (MHSA) (50%) revenues.  The funds for this Amendment No. 2 ($2,315,488) are included in the Health Department's Behavioral Health (HEA012, Unit 8410) Fiscal Year 2014-15 Requested Budget.
