RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt Plans and Special Provisions for the Rancho Tierra Grande CSA 17 Pavement Improvement Project, Project No. 400005; and
b. Authorize the Director of Public Works, Facilities and Parks to advertise the “Notice to Bidders” in the Monterey County Weekly.
SUMMARY:
Adopting the Plans and Special Provisions and authorizing the Public Works, Facilities and Parks Department (PWFP) to advertise Rancho Tierra Grande - CSA 17 Pavement Improvement Project, Project No. 400005, will allow the PWFP to solicit construction bids and proceed with the construction phase of the Project. PWFP will return to the Board after opening bids and determining the lowest responsible bidder to seek approval to award the Project.
DISCUSSION:
Tierra Grande is a hillside residential community located in Carmel Valley across Carmel Valley Road from the Mid Valley shopping center (Attachment A). The community contains approximately 4.3 miles of roadway and 12 cul-de-sacs with Pavement Condition Indices ranging from 14 to 41. There are no existing sidewalks or pedestrian curb ramps within the community. Most of the roadways are cross sloped to convey drainage to existing valley gutters which ultimately discharge to culverts. There are small sections of valley gutter that require replacement due to tree root uplift. The roads in Rancho Tierra Grande are classified as IV-Poor and the recommended pavement treatment is to perform a minimum 2.5-inch-thick grind and hot mix asphalt overlay of the roadway.
The bid opening is set for February 19, 2025, at 2:00 p.m., in Board Chambers, Monterey County Government Center, 168 W. Alisal St., Salinas, CA 93901. Project construction is scheduled to begin in April 2025.
The project will not have a significant impact on the environment and is categorically exempt per Article 19, Section 15301 (c) of the California Environmental Quality Act (CEQA).
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel-Risk Management, and Auditor-Controller have reviewed and approved the Special Provisions as to form and insurance and indemnification provisions, and fiscal provisions, respectively.
FINANCING
The total estimated cost of the Project, including design engineering, environmental, right-of-way, and construction is $4,673,795. Fiscal Year 2025 expenditures will be limited $2,400,000 with the remaining estimated $2,273,795 posted to the FY 2026 budget. The project will be funded through Measure X and transient occupancy tax funds. There are sufficient appropriations adopted in the Road Fund 002, Appropriation Unit PFP004 budget for the FY 2025 budget and projected FY 2026 budget to finance the project.
