RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a Resolution to:

a. Approve and authorize the Director or designee of the Department of Social Services to accept the Local Immigrant Integration and Inclusion Grant (LIIIG) Award in the amount of $264,123 for Social Services, funded by the California Governor’s Office of Business and Economic Development; and

b. Authorize the Director or designee of the Department of Social Services to sign and execute an agreement with the California Governor’s Office of Business for the LIIIG funding for the performance period of October 1, 2024 through September 30, 2025, in the amount of $264,123; and                                       

c. Authorize the Director or designee of the Department of Social Services to sign all amendments to the Agreement; and

d. Authorize and direct the Auditor-Controller to amend Fiscal Year 2024-25 Adopted Budget, Community Programs, Fund 001, Appropriation Unit SOC004, increasing appropriations and estimated revenues by $264,123 (4/5ths Vote).

 

SUMMARY/DISCUSSION:

Monterey County Department of Social Services (DSS) applied for and was awarded $264,123 in round two of the Governor’s Office of Business and Economic Development (GO-Biz) LIIIG grant. This is a one-year grant award. The Budget Act of 2022 (Senate Bill 178, Skinner) and Government Code section 12100.140 et seq. established the Local Government Immigrant Integration Initiatives program within GO-Biz. For round two of the LIIIG, GO-Biz prioritized funding local governments in rural regions with a high density of immigrant populations, and where immigration services are limited due to language barriers and resources.

 

DSS’s LIIIG proposal is aimed at expanding, strengthening, and expediting immigrant integration efforts and building community trust by enhancing staff capacity to perform successful outreach and social services navigation. As such, DSS is leveraging existing plans, resources, and partnerships to implement and sustain a mobile benefits unit. The proposal for this grant addresses the technical and outreach components needed for the organizational capacity to implement our immigrant outreach and mobile services unit, both of which are critical to successful immigrant integration efforts in our community. This award will address specific communication components to target barriers specific to immigrant residents by providing indigenous translated materials and media production. 

 

DSS is currently in the early stages of redesigning outreach service delivery to improve access to services for underserved populations within the county. DSS’s implementation plan is to deploy the existing van by January 2025 and implementing a larger Mobile Office that is funded by a federal USDA grant by January 2026.  These two vehicles will assist the Department in accessing multiple locations throughout the County and to assist with outreach during disasters.  

 

OTHER AGENCY INVOLVEMENT:

The County Administrator’s Office - Budget Office concurs with these actions. County Counsel has reviewed and approved the agreement as to form. This item also received support from the Budget Committee on September 3, 2024.

 

FINANCING:

The Department was awarded a grant of $264,123 funded by GO-Biz’s LIIIG. This agreement was not included in the Department’s FY 2024-25 Adopted Budget as the award was not announced at that time. The Department is requesting to increase estimated appropriations and revenues of $264,123 in the Community Programs Fund 001, Unit SOC004 FY 2024-25 Adopted Budget. There are no match requirements with approval of this grant and no effect on the existing General Fund Contributions to the Department.
