b. Authorize the Chair of the Monterey County Board of Supervisors to sign the Amendment.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Amendment No.6 to the Concession Agreement between Monterey County Parks Department and Sports Car Racing Association of the Monterey Peninsula (SCRAMP) at the Laguna Seca Recreation Area, extending the current term one additional year through March 31, 2014; and
b. Authorize the Chair of the Monterey County Board of Supervisors to sign the Amendment.
 
SUMMARY/DISCUSSION:
SCRAMP has a 55 year history of promoting major race events at the Laguna Seca Recreation Area, and, as a "not for profit" organization, has developed a strong connection with the local community.  The annual SCRAMP racing events currently contribute to the generation of a positive economic impact and activity to the local economy each year.  On February 7, 2012, SCRAMP's Concession Agreement was extended by the Board of Supervisors to continue its racing program at Laguna Seca Recreation Area through March 2013.  
 
Although the department anticipated completing a long-term contract extension with SCRAMP during the last one-year extension granted by the Board of Supervisors on February 9, 2012, that did not come to fruition.  Due to the retirement of the previous Parks Director, John Pinio, on June 30, 2012 and the recent hiring of a new Parks Director, Michael Ferry, on February 4, 2013, the effort had been stalled.  Separately, and in addition, it has become apparent that there needs to be a Master Plan developed for the property which includes land use planning that is practical, sensitive to environmental sustainability, implementable, and that meets the needs of the community and all stakeholders.  In order to better plan for that future, SCRAMP and the Parks Department, on behalf of the County, desire to extend the current concession agreement one additional year to permit SCRAMP to continue to promote scheduled racing events through the 2013 Season.  All terms and conditions of the current concession agreement and subsequent Addendums, one through five, will remain the same during the proposed one year extension.
 
OTHER AGENCY INVOLVEMENT:
County Counsel has approved the proposed amendment as to form and concurs with staff regarding the proposed extension.  The County Administrative Office also concurs with the recommendation.    
 
FINANCING:
There will be no impact to County General Fund Contributions as a result of this action.
