RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute a Mental Health Services Agreement between the County of Monterey and JDT Consultants, Inc. for the provision of Therapeutic Behavioral Services (TBS) and Home Alternatives to Residential Treatment (HART) in the amount of $1,397,878 for Fiscal Year (FY) 2024-25, $1,397,878 for FY 2025-26, and $1,397,878 for FY 2026-27, for a total Agreement amount not to exceed $4,193,634 for the term July 1, 2024 through June 30, 2027; and

b. Approve and authorize the Director of Health Services or designee to approve up to three (3) future amendments that do not exceed 10% ($419,363) of the original Agreement amount and do not significantly change the scope of services.

 

SUMMARY/DISCUSSION

This Mental Health Services Agreement with JDT Consultants, Inc. replaces Agreement A-16482 which expires on June 30, 2024.  JDT Consultants, Inc. will continue to provide Therapeutic Behavioral Services (TBS) to Monterey County children who are eligible for Medi-Cal and meet criteria for medical necessity. These services are available to children with difficult behaviors who require one-to-one assistance and who may be at risk of psychiatric hospitalization. TBS is an intensive one-to-one, face-to-face, short term outpatient treatment intervention for beneficiaries with serious emotional disturbances (SED) who are experiencing stressful transition or life crisis and need additional short-term specific support services. JDT Consultants, Inc. will also continue to provide Home Alternatives to Residential Treatment (HART) services to Monterey County children who are receiving Special Education Services through their Individual Education Plan (IEP) and have been identified by their IEP teams as being at imminent risk of residential treatment. HART services provide highly individualized, intensive case management and one-to-one behavioral intervention that address the social emotional needs presenting barriers to academic success. HART services are an additional resource to the Monterey County educational system to serve children with emotional needs.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section V, B) and an additional defunding provision (Section V, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports one of the County of Monterey Health Department’s 2018-2024 Strategic Plan Goal(s): 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is funded by Federal Financial Participation (50%) and 2011 Realignment (50%). The funds for FY 2024-25 ($1,397,878) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2024-25 Requested Budget. The funds for this Agreement for FY 2025-26 and FY 2026-27 will be included in the respective Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2025-26 and FY 2026-27 Requested Budgets.
