RECOMMENDATION:

It is recommended that the Capital Improvement Committee receive a quarterly report on Job Order Contracting from Natividad Medical Center (NMC) for the period of April 2025 through June 2025.

 

SUMMARY/DISCUSSION:

On June 10, 2025, the Monterey County Board of Supervisors authorized Natividad Medical Center (NMC) to proceed with soliciting public bids for two new one-year Job Order Contracts (JOC): NMC 2025-01 and NMC 2025-02. The contracts were advertised in the Monterey County Weekly on June 12 and June 19, 2025. Bid opening took place at 10:00 a.m. on Thursday, July 10, 2025, at the Office of the Clerk of the Board of Supervisors. The apparent low bidders were Staples Construction for NMC 2025-01 and Newton Construction and Management for NMC 2025-02.

Exhibit A provides the status of JOC projects for the reporting period, as well as other required data including: contractor, number of contractor evaluations completed, and 50% local employment compliance information for the projects. Exhibit B provides required contractor evaluations for completed JOC projects.

Projects implemented through the JOC Program include approved projects over $100,000 listed in Natividad’s Capital Improvement Plan (CIP) and smaller maintenance and repair projects under $100,000 that are not specifically listed in the CIP but funded through Natividad’s approved operational budget.

 

OTHER AGENCY INVOLVEMENT:

Natividad Medical Center coordinated the preparation of JOCs with Contracts/Purchasing and the Auditor-Controller.

 

FINANCING:

The funds for these projects are in approved capital from FY 2025-26 or within NMC’s operational expense budget. A five percent (5%) License Fee for utilization of the JOC program is also payable upon the issuance of a Job Order to the Gordian Group.
