Consider options to continue or disband the Board of Supervisors ad hoc committees.

RECOMMENDATION:
It is recommended that the Board of Supervisors consider the following options for each of its ad hoc committees:
a) Disband and remove from the 2021 appointments list; or,
b) Confirm and establish a termination date.
SUMMARY:
At the beginning of each calendar year, the Chair of the Board of Supervisors (Board) proposes to the full Board the appointment of Board members to serve on a variety of standing and ad hoc committees of the Board and also to a number of external boards, committees, commissions, and other governmental entities which require representation of the County by a member of the Board of Supervisors. Committees may also be established or disbanded at any time during the year. It was requested that the Board review and consider the status of the 2021 Board ad hoc committees.
DISCUSSION:
In 2010, the Board adopted a policy for standing and ad hoc committees. Under that policy, ad hoc committees are to have a limited duration, generally one year or less, unless a specific termination date is indicated. As part of its annual process, the Board approved the 2021 appointments list on January 12, 2021. Subsequent amendments to the appointments list were approved by the Board on February 2, 2021 and February 9, 2021. Further action was taken by the Board creating the Downtown MOU ad hoc on February 23, 2021 and approving appointments to the Pajaro Regional Flood Management Board of Directors in early May 2021.
In addition, on May 18, 2021, the Board considered the status of five (5) COVID-19 related ad hoc committees (Agriculture, Construction, Communication, Hospitality, and Religious Organizations) and took action disbanding the Construction and Religious Organizations ad hoc committees; and continuing the Agriculture, Communications, and Hospitality ad hoc committees with a term ending on December 31, 2021. At that meeting, the Board expressed an interest in evaluating the status of the remaining Board ad hoc committees.
Per the Board’s request, staff is submitting the attached current 2021 Board Ad Hoc Committee Descriptions list (Attachment A) for consideration. The current full 2021 appointments list (Attachment B) is also attached to this report as reference. It is recommended that the Board review and consider options to disband or continue with individual ad hoc committees contained in Attachment A of this report. Upon Board direction, the Clerk of the Board will modify and post the 2021 appointment list accordingly.
The ad hoc committees for consideration to confirm or disband are:
1. Animal Services
2. Downtown MOU
3. Farmworker Housing
4. Fire and Emergency Medical Services
5. Housing Authority of County of Monterey/Tenant Commissioner Selection
6. Natividad Medical Center Strategic Objectives
7. Parks (Lakes)
OTHER AGENCY INVOLVEMENT:
None.
FINANCING:
There are no financial impacts to the General Fund resultant to the Board receiving this report. Costs related to the operation of various boards, committees and commissions are funded in the appropriate departmental budget related to their operations.
