RECOMMENDATION:
It is recommended that the Board of Supervisors consider continuing the public hearing for ninety days to a date certain on September 22, 2015 regarding the renaming of Garrapata Ridge Road, a private road located in the Big Sur area, to Weston Ridge Road.
SUMMARY/DISCUSSION:
The Resource Management Agency - Public Works (RMA-PW) requests a continuance of this matter until September 22, 2015 from the January 27, 2015 public hearing to allow for additional meetings with affected parties to receive property owner feedback to address community concerns.
On January 27, 2015, the public hearing at the Board of Supervisor’s meeting was opened for this matter. At this time, RMA-PW requested a continuance to provide an opportunity for staff and affected parties to meet and coordinate. The Board granted a continuance for ninety days. On February 20, 2015, RMA-PW staff met with emergency response agencies to discuss options that would best serve both the community and the agencies. At this meeting, the staff and emergency response agencies indicated that they would review their respective street and address data before discussing this matter with the community.
On April 21, 2015, a continuance was requested for additional time to continue the meeting and to clarify the issues that needed to be resolved. The Board granted a continuance of sixty days. On May 7, 2015, RMA-PW staff and emergency response agencies met again and identified a concern regarding current address information that is displayed when an emergency call is received by 911/County Communications. A community meeting was planned to inform the residents and to elicit their feedback. However, a property owner in the area recommended communication by letters would be preferable because several property owners do not live at their Garrapata Ridge properties. The County sent letters to inform residents, and property owners, of said concern. As of the preparation of this staff report, responses and comments from the residents/property owners have not yet been received. This ninety day continuance is being requested to provide time to receive feedback from the residents/property owners and to include their comments when RMA- PW returns to the Board.
On June 11, 2015, a Notice of Public Hearing with staff’s recommendation to continue this public hearing to September 22, 2015 was published in the Monterey County Weekly.
OTHER AGENCY INVOLVEMENT:
RMA-PW has been meeting with the Mid-Coast Fire Brigade and 911/County Communications.
FINANCING:
There is a minimal impact to the General Fund. Staff costs are included in the Fiscal Year 2014-15 and 2015-16 Adopted Budgets.
