a. Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign an agreement with Bay Area Community Services to operate the Salinas Housing Advancement, Resource and Education Center, effective July 18, 2023 through June 30, 2024, in the amount of $1,500,000; and

b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three future amendments where the total amendments do not exceed 10% ($150,000) of the original contract amount and do not significantly change the scope of work, not to exceed maximum of $1,650,000.

 

SUMMARY/DISCUSSION:

This agreement continues the partnership with the City of Salinas to share the costs of operating the Salinas Housing Advancement, Resource & Education (SHARE) Center. The SHARE Center has a capacity of 104 beds for families and individuals experiencing homelessness and provides comprehensive services in a housing navigation center model, including emergency shelter and wraparound services with a Housing First and pet friendly approach. The goal for SHARE Center residents is to exit into permanent housing.

 

The SHARE Center, located at 845 Laurel Drive, Salinas opened in May of 2021 and has been operating at 100% capacity with a current waitlist of over 400. During its first year of operation, the program successfully assisted 80 individuals navigate into permanent housing and 38 obtain employment. In its second and current year of operation, 95 individuals have been successfully assisted into permanent housing and 34 obtain employment as of the submission of this report. Data detailing service activities, occupancy, and outcomes is captured daily through the Homeless Management Information System (HMIS) and BACS will be scheduled to provide a formal presentation to this board summarizing the efforts and outcomes of the program following the submission of the program’s annual report.

 

OTHER AGENCY INVOLVEMENT:

The County continues to work collaboratively with the City of Salinas per the existing Memorandum of Understanding and their separate operational agreement with Bay Area Community Services. Public Works, Facilities, and Parks worked collaboratively with Social Services on the occupancy terms of the Agreement. Housing and Community Development supports the program with contributions from the Permanent Local Housing Allocation funding. The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions. 

 

FINANCING:

This amendment is funded through Homeless Housing, Assistance and Prevention program Round 4 ($1,094,028) allocations and PLHA ($405,972.00) funding. Sufficient appropriations and revenues of $1,500,000 are included in the Community Programs Fund 001, Appropriation Unit SOC004 FY 2023-24 Adopted Budget.

 

This venture is a partnership with the City of Salinas where both parties will use multiple funding streams to support the operational agreement. Both the City and County will have separate agreements with BACS and will share in the costs using various local and regional funding streams.

 

The total cost for the City and County partnership SHARE Center operations for July 2023 through June 30, 2024 is estimated at $3 million. Funding sources from the City of Salinas include State and Federal Emergency Solutions Grant funds, City of Salinas Measure G city tax funds and City General Funds.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Public Safety, Health & Human Services, and Administration Strategic Initiatives adopted by the Board of Supervisors by promoting access to safe shelter and housing navigation services to reduce risk for physical and mental health issues and other chronic illness to individuals experiencing homelessness and allows the County to work collaboratively with the City of Salinas in this shared operation.
