Adopt a resolution:
a. Approving the submission of the Certification Agreement to the Green Building Certification Institute (GBCI) for the purpose of initiating the United States Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) Certification Program; and
b. Authorizing the Chair of the Board to sign the Confirmation of Agent’s Authority to GBCI authorizing the Director of Public Works or his designee to act as the Owner’s Agent for the New Juvenile Hall project for the purposes of processing Project documents to achieve LEED Silver Certification.

RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a resolution:
a. Approving the submission of the Certification Agreement to the Green Building Certification Institute (GBCI) for the purpose of initiating the United States Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) Certification Program; and
b. Authorizing the Chair of the Board to sign the Confirmation of Agent’s Authority to GBCI authorizing the Director of Public Works or his designee to act as the Owner’s Agent for the New Juvenile Hall project for the purposes of processing Project documents to achieve LEED Silver Certification.
SUMMARY/DISCUSSION:
The recommended action establishes that the New Juvenile Hall project will participate in the formal process whereby GBCI reviews documentation submitted by the Project’s Design Professionals to determine if the proposed campus and buildings as described to them comply with the requirements of the LEED Green Building Rating System, and have accumulated the minimum number of points necessary to achieve LEED Silver Certification. The LEED Silver designation satisfies Chapter 18.11- Green Building Standards of Monterey County as an equivalent level of compliance for this Project. LEED certification on this project will demonstrate the County’s commitment to sustainability and energy efficiency by obtaining compelling proof that the project has achieved environmental goals through the third party verification of the GBCI.
OTHER AGENCY INVOLVEMENT:
CAO, Resource Management Agency - Public Works, and Probation continue to work jointly with the Board of State and Community Corrections to meet all State-mandated milestones to maintain the conditional award.
FINANCING:
On January 15, 2013, the Board approved a Five-Year CIP financing plan, which included this Project. In addition to the State grant of $35 Million, the County has contributed $17.792 Million from Fund 404 for a total project cost is $52,791,824. Costs associated with LEED registration and review are within the project budget which should not exceed $25,000.
