RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve the Probation Department's Renewal and Amendment No. 5 to the Professional Services Agreement with Behavioral Interventions, Incorporated DBA The GEO Group, Incorporated extending its term to June 30, 2014, and increase its amount by $540,000 for FY 2013-14, for a revised total not to exceed $4,087,051 in the aggregate to continue services to adult offenders participating in the Day Reporting Center; and
b. Approve and authorized the Contracts/Purchasing Officer to execute the Renewal and Amendment to the agreement.
 
SUMMARY:
The Probation Department operates a Day Reporting Center (DRC) for adult offenders in Monterey County. The program was implemented in 2010-2012 with federal stimulus funding from the U.S. Department of Justice - Office of Justice Programs under the Recovery Act Edward Byrne Memorial Competitive grant. Probation is currently utilizing funding from Public Safety Realignment Act funds to continue services through FY 2013-14.
 
Amendment #5 provides funding and services through the end of the current fiscal year.
 
DISCUSSION:
Probation has been a partner with Behavioral Interventions, Incorporated since 2010 to operate the Day Reporting Center, providing treatment and supervision services in a one-stop setting for low and moderate-risk adult offenders.  
 
The DRC offers counseling, treatment, life skill classes and job training to eligible participants. The center is open seven days a week and provides assistance to an average of 65 clients per day. These services fill a critical gap in the post-jail transition of adult offenders and provide needed rehabilitative services, which historically have been underfunded.  
 
The proposed Amendment extends the contracted date through the end of the current fiscal year on June 30, 2014, and increases the total amount to $4,087,051.
 
OTHER AGENCY INVOLVEMENT:
The Amendment has been approved by County Counsel as to legal form.
 
 
FINANCING:
The $540,000 contract increase amount is included in the adopted FY 2013-14 Probation Department's budget. Reimbursement for this contract is funded from the Public Safety Realignment Act.  There is no anticipated increase in County General Fund Contribution with the current recommended action.
