RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve a Memorandum of Understanding between the County of Monterey and the City of Salinas to establish the respective roles and responsibilities for the administration of the Salinas Housing Advancement, Resources, and Education (SHARE) Center; and
b. Authorize the County Administrative Officer, or designee, to extend the term of the Memorandum of Understanding up to two (2) times, for a total period not to exceed fifteen (15) years, provided that such extensions do not materially alter the scope of the Agreement.
SUMMARY:
The proposed memorandum of understanding between the County of Monterey and the City of Salinas establishes a five-year framework (FY 2025-2029) for joint administration and financial responsibility for the SHARE Center. Key provisions include:
• County Responsibilities: Maintain ownership of the property; serve as fiscal lead; oversee maintenance, repairs, and capital improvements.
• City Responsibilities: Lead the competitive process for selecting a shelter operator every three years; manage RFP documentation and compliance.
• Shared Responsibilities:
o Equally share operating costs, subject to federal, state, and local funding.
o Partner on annual reporting, data sharing, and performance monitoring aligned with Continuum of Care benchmarks.
o Jointly pursue funding opportunities and develop contracts with aligned metrics.
o Collaborate on public communications and convene regular operational review meetings with the operator.
The agreement also outlines compliance with federal and state laws, indemnification and insurance requirements, dispute resolution procedures, and renewal options for two additional five-year terms.
This updated MOU reconfirms the County-City partnership and provides a clear governance structure to sustain shelter operations, expand housing navigation, and improve outcomes for individuals and families experiencing homelessness in Monterey County.

This memorandum of understanding was written in partnership with the City of Salinas’ Community Development Department and City Managers Office, Monterey County Department of Social Services, and the Office of County Counsel.
FINANCING:
Approval of this memorandum of understanding does not impact General Funds.
