RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health to sign a Mental Health Services Agreement (FY 2014-15, FY 2015-16 and FY 2016-17) with Milhous Children's Services for the provision of mental health services in the amount of $297,462 for FY 2014-15, $279,964 for FY 2015-16 and $279,964 for FY 2016-17, for a total of $857,390; and
Authorize the Director of Health, to sign up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original contract amount and do not significantly change the scope of work.
 
SUMMARY/DISCUSSION:
This new Mental Health Service Agreement with Milhouse Children's Services ("Milhous") replaces Agreement A-21328 which expires on June 30, 2014.  Milhouse will continue to provide mental health services to Monterey County young adults in accordance with the client's individual education plan and other identified needs.  Milhous provides an array of mental health services and rehabilitative care to Monterey County children.  Children placed in Milhous suffer from seriously emotional and behavioral problems, which interfere with their ability to effectively function within their home and in the community.  The services provided at Milhous are designed to prevent placement in more restrictive and costlier settings such as inpatient hospitals, out of state residential or juvenile justice facilities.
 
This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiative to ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically:  Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
 
OTHER AGENCY INVOLVEMENT:
County Counsel, Risk Management, and the Auditor-Controller have reviewed this Agreement as to legal form, insurance requirements, and fiscal provisions respectively.  A copy of this Agreement is on file with the Clerk to the Board.
 
FINANCING:
This Agreement is funded by Federal Financial Participation (50%), Early Periodic Screening and Diagnostic Testing (45%) and Realignment revenues (5%). The amount of this Agreement is $297,462 for FY 2014-15, $279,964 for FY 2015-16 and $279,964 for FY 2016-17, for a total amount not to exceed $857,390. The funds for this Agreement have been included in the Health Department's Behavioral Health Bureau (HEA012, Unit 8410) Recommended Budget for Fiscal Year 2014-15.
