RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Find that a one-time event to hold the AIDS Lifecycle event at the San Lorenzo County Park is Categorically Exempt from CEQA pursuant to Section 15304(e) of the CEQA Guidelines;
b. Approve a one-time Concession Agreement between San Francisco AIDS Foundation and the County of Monterey to hold the AIDS Lifecycle event at the San Lorenzo County Park from June 3, 2018 through June 5, 2018; and
c. Authorize the Director of the Resource Management Agency to sign the Concession Agreement.
SUMMARY:
The AIDS/Lifecycle Foundation has submitted a Special Use Event Application and is requesting a Concession Agreement to hold the AIDS Lifecycle event at San Lorenzo County Park (“Park”) on June 3, 2018 through June 5, 2018 (“Event”). This will be the 25th year this Event has included San Lorenzo Park. The Park will be closed to the public during the Event. However, the County’s fuel station and park maintenance yard operations will not be affected. County staff and AIDS Lifecycle staff will conduct video inspections of the Park’s condition both before and after the Event to ensure the Park is returned to its pre-Event condition or better. Portable restrooms sufficient for the size of the Event will be brought in, and removed by the AIDS/Lifecycle Foundation. Permanent restroom cleaning will also be the responsibility of the AIDS/Lifecycle Foundation to maintain throughout the Event. The AIDS/Lifecycle Foundation will pay a fee of eight thousand five hundred dollars ($8,500) for its use of the Park.
DISCUSSION:
The AIDS/LifeCycle Foundation is a non-profit fundraising bike ride event that benefits the Los Angeles LGBT Center (“Center”) and San Francisco AIDS Foundation (“SFAF”) by raising money for HIV/AIDS services. Known widely as The Ride to End AIDS, this 7-day, 545 mile ride takes participants on a journey through communities throughout the state as they pedal to raise awareness, end stigma, and raise money that funds the crucial, life-saving services of the Center and SFAF. Each year approximately 2,500 cyclists, 650 roadies, and 100 staff travel south from San Francisco, riding through towns both big and small as they make their way to Los Angeles. Each day, the Ride’s production team erects a massive tent city in parks along the route to house these 3,000+ people, and AIDS/LifeCycle works with local communities along the way to build engagement and strengthen outreach surrounding the awareness and prevention of HIV/AIDS. AIDS/LifeCycle was created in 2002 after nine years known as the California AIDS Ride. The 2018 Ride marks the 17th year of AIDS/LifeCycle and 26th year of Riding to end AIDS. In 2017, the Ride raised over $15.1 Million in revenues that benefitted the services offered at the Center and SFAF.
Section 15304 of the CEQA Guidelines exempts minor alterations to land, including temporary use of land having negligible or not permanent effects on the environment such uses as carnivals. Agreement conditions require the vendor to restore the facility to its pre-event condition. As such, staff finds that this agreement can be found categorically exempt from CEQA review.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed this Agreement and approved it as to form. The Sheriff’s Office, Emergency Services Agency, Health Department, California Highway Patrol, and Monterey County Regional Fire District will be involved with approvals of the specific permits and plans for the Event.
FINANCING:
The contract will provide $8,500 in special event revenue for FY 2017-2018.
The estimated cost for RMA-Parks to support this event is $2,000 for staff planning, preparation time and Event management. There is no impact to the general fund as staff costs have already been included in the FY 2017-18 adopted budget, Fund 001-3000-8475-RMA006. Costs to restore the facility to its pre-event condition are the responsibility of the promoter.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
AIDS/Lifecycle helps to fund research to end AIDS, and broaden awareness of the issues which supports the initiative of Health and Human Services. Further promotion of our beautiful park facilities can help broaden our County Parks appeal to travelers. Special events also support the Economic Development initiative by bringing in additional one time revenues.
