Title: a. RECOMMENDATION/SUMMARY:

a.                     Authorize and approve the Director of the Monterey County Free Libraries (“MCFL”) to execute a non-standard agreement between the County of Monterey, on behalf of the MCFL, and State Library of California, through its California Library Literacy Program, to approve a grant award of approximately $24,000 to provide English as a Second Language services, and

b.                     Accept the grant award of $24,000 from the State Library of California, and

c.                     Accept non-standard indemnification provisions at the recommendation of the Director of MCFL, and

d.                     Approve and authorize the Director of the MCFL or his or her designee to execute to three (3) future amendments where the combined amendments do not exceed 10% ($2,400) of the original Agreement amount, do not significantly change the scope of services, and do not increase the total not to exceed amount over $26,400.    

 

DISCUSSION:

 

The staff of the Monterey County Free Libraries (“MCFL”) have successfully applied for a grant from the California State Library for $24,000 in order to continue provision of literacy services for adults learning English as a second language.  Grant activities will occur over the 2023-24 fiscal year, and include individual literacy work with volunteers, workshops, and programs. This grant award will enable the Monterey County Free Libraries to continue enhancing services and opportunities for people learning English and enhancing their reading and writing skills.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed this item and approved as to form.  Risk Management has reviewed and does not recommend the approval based upon non-standard provisions. 

 

FINANCING:

 

The direct expenses and a portion of staff time devoted to adult literacy services will be funded by the grant award.  This grant was anticipated in the Department’s Budget, and additional staff time and grant management, along with incidental additional expenses, are also anticipated in the Library Department’s FY 2023-24 budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

 

Provision of robust and multi-faceted adult literacy is part of the Library Department Strategic Plan and supports the goals of the County of Monterey.
