Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.  Approve and authorize the Director of Health to sign a three-year term Mental Health Services Agreement (July 1, 2012 to June 30, 2015) with Door to Hope for the provision of mental health services in the amount of $2,018,887 for Fiscal Year (FY) 2012-13, $2,018,887 for FY 2013-14, and $2,018,887 for FY 2014-15, for a total Agreement in the amount of $6,056,661; and
b.  Authorize the Director of Health to approve up to three future amendments to  this Agreement where the amendments do not exceed ten percent (10%) of the original amount and do not significantly change the scope of work or result in an increase in the County General Fund Contribution.
 
SUMMARY/DISCUSSION:
Door to Hope will provide the following: (i) outpatient mental health services in the Integrated Co-occurring Treatment (ICT) program to eligible youth ages 12-17 and their families who have both substance abuse and mental health disorders and who are involved or at risk for involvement in the juvenile justice system; (ii) outpatient mental health services and medication support to eligible infants and children who require early prevention services in the Monterey County Screening Team for Assessment, Referral and Treatment (McStart) program; and (iii) mental health residential care services to pregnant or parenting women, over the age of 18, who are experiencing problems with alcohol and/or other drugs in the Nueva Esperanza program for themselves and their young children.
 
The goal of each program is to improve the child's and youth's development, improve overall functioning as well as family functioning, and reduce the possibility of future residential care, out-of-home placement, and/or hospitalization.
 
This Agreement contains the County's standard 30-day "no cause" provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.  
 
OTHER AGENCY INVOLVEMENT:
County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this Agreement as to legal form, fiscal provisions, and insurance requirements.  Due to late submission of this Board Report, the CAO Budget and Analysis Division was not provided adequate time to fully review for potential fiscal, organizational, policy, or other implications to the County of Monterey.  This Agreement is on file with Clerk of the Board.
 
FINANCING:
The ICT program is funded by Medi-Cal (35%) and Mental Health Service Act funding (65%) for services provided to Medi-Cal eligible youth.  The McStart program is funded by Medi-Cal (90%) and First-Five (10%) funding for services provided to Medi-Cal eligible children. The Nueva Esperanza program for adults receiving services is funded by Medi-Cal (50%) and MHSA (50%) funding. Services provided to children under Nueva Esperanza program are funded by Medi-Cal (90%) and MHSA (10%) funding.  The amount of this Agreement is $2,018,887 for FY 2012-13, $2,018,887 for FY 2013-14 and $2,018,887 for FY 2014-15, for a total amount not to exceed $6,056,661. The funds for this Agreement are included in the Health Department's Behavioral Health (HEA012, Unit 8410) Fiscal Year 2012-13 Requested Budget. Approval of this action has no impact on the General Fund Contribution.
