Report

RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute a non-standard agreement with the City of Greenfield for the use of their facility, effective upon execution, through January 30, 2031 with no exchange of funds;

b. Approve non-standard liability provisions as recommended by the Director of Health Services; and

c. Approve and authorize the Director of Health Services or designee to sign up to (3) three future amendments to the Agreement, provided that these amendments do not substantially change the Scope of Services, and with approval from the Office of the County Counsel.

 

SUMMARY:

County of Monterey Public Health Bureau’s Nursing Healthy Families is a home visiting program that serves women in the perinatal period, infants, children, and adolescents. The program provides education related to perinatal health and infant and child health development and facilitates access to health and social services with the overall goal of reducing the morbidity and mortality of families in Monterey County.

 

Nursing Healthy Families activities include hosting events for families enrolled in the program to support infant social-emotional development, promote caregiver and baby positive attachment, and focuses on other health related themes that impact the perinatal community such as cardiac health and maternal mental health.

 

DISCUSSION:

This Agreement with the City of Greenfield would provide a space to host health education events in South County for families who may have difficulty participating in similar events in the Salinas area due to lack of transportation. Nursing Health Families’ intent is to periodically rotate health education events throughout different areas of Monterey County to increase access to services and promote social-emotional development, encourage positive attachment activities for caregiver and baby, as well as increase connection with other families.

 

FINANCING:

There is no exchange of funds with this agreement. There are sufficient appropriations in the Health Department’s (001-4000-8124-HEA003) FY 2025-26 Adopted Budget.

 

OTHER AGENCY INVOLVEMENT:

The offices of the County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form, and fiscal provisions.
