a. Approve and authorize the Director of Health Services or designee to execute a non-standard Agreement with Jesus Nunez Navarro dba Zenunart for the provision of design artwork for the County’s mobile office van, a 2024 RAM ProMaster 2500, used by the Health Department in the performance of mobile healthcare services, with the finished design provided in digital vector format and/or high-resolution files suitable for large-scale reproduction, for a total Agreement amount of $4,000 with a term upon execution through December 31, 2026;
b. Approve the recommendation of Director of Health Services to accept all non-standard provisions in Agreement; and
c. Approve and authorize the Director of Health Services or designee to approve three future Amendments that do not exceed 10% ($400) of the original Agreement amount, do not significantly alter the scope of services, and do not exceed the maximum amount of $4,400.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:

SUMMARY:
The funds will be used for costs related to the creation of digital artwork for the Health Department’s mobile outreach van. The artwork is intended to serve as a visual symbol of equity, health, and community. By wrapping the mobile van with artwork that reflects the values of the Health Department and community, this project aims to promote engagement while creating an appealing, welcoming, and recognizable space for residents to access health services and community resources. Jesús Núñez Navarro is a Salinas-based visual artist and muralist known for vibrant community-centered themes with murals throughout the county. He also has specialized experience designing and hand-painting artwork for moving vehicles that thoughtfully incorporate vehicle structure into the final layout.
DISCUSSION:
The Health Department acquired a grey RAM ProMaster 2500 in late fall of 2024 to support field-based services, outreach activities, presentations, and community engagement throughout Monterey County. The mobile outreach van has been utilized throughout the community with County seal branding and program magnets for identification. To strengthen visibility, trust, and connection with residents, the Health Department is proposing custom artwork that reflects the values of health, equity, and community while creating a welcoming and culturally responsive space to access health service information and resources.
Jesús Núñez Navarro, a Salinas-based visual artist and muralist, was selected for this project based on his experience creating vibrant community-centered artwork throughout Monterey County, including Salinas, Gonzales, and Soledad, as well as his specialized experience designing and hand-painting artwork for moving vehicles. His expertise includes creating visually impactful designs that integrate vehicle structure into a cohesive final layout.
Through this project, the mobile outreach van will serve as a welcoming, culturally responsive, and recognizable space for residents to access health services information, and community resources. The completed artwork will be provided to our current contracted vendor to wrap the design onto the van.
This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goal(s): 2. Provide Exceptional Person-Centered Care through Accessible, Community-Focused Health Services. It also supports the following of the ten essential public health services, specifically: 3. Inform, educate, and empower people about health issues. 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The Offices of the County Counsel, Risk Management, and Auditor-Controller have reviewed and approved this Agreement as to legal form, non-standard Royalties and Inventions provisions, and fiscal provisions, respectively.
FINANCING:
There will be no impact to the General Fund from approval of this action. There are sufficient appropriations in the Health Departments Fiscal Year (FY) 2025-26 Adopted Budget (HEA100-400002) to accommodate the current FY’s costs, and provision will be made in the FY 2026-27 Requested Budget for the anticipated expenditures.
