RECOMMENDATION:
It is recommended that the Board of Supervisors acting on behalf of County Service Area No. 50 - Rioway Track:
a.  Approve an increase in appropriations of $47,000 in the FY 2014-15 Adopted Budget for County Service Area 50 - Rioway Track Fund 077-3000-8198-6613-RMA 073 and the use of $47,000 from Uncommitted Fund Balance to fund a stormwater management and flood control report for Lower Carmel River. (4/5th vote required);
b.  Authorize the Auditor-Controller to amend the FY 2014-15 Adopted Budget for County Service Area 50 - Rioway Track  RMA Appropriation Unit 8198, RMA Fund 073 to increase appropriations  in the amount of $47,000 where the Resource Management Agency RMA073 Unassigned Fund Balance of $47,000 is the financing source to balance the appropriation increase.
 
SUMMARY/DISCUSSION:
In June, the Board of Supervisors adopted a budget for County Service Area 50 - Rioway Track (CSA 50).  RMA staff meets with the CSA 50 Advisory Committee to discuss the needs of CSA 50.  One of the needs previously identified by the Advisory Committee was an update to a previous CSA 50 Flood Control Report.
 
The CSA 50 Flood Control Report was authorized by the Board of Supervisors July 30, 2013. The project schedule remains a one year process, but due to the time required to complete Board Order, process the Purchase Order, issue a Notice to Proceed, and mobilize the consultant team, the work did not start until October 2013 and is scheduled for completion in October 2014.
 
The requested funding adjustment is needed to pay for the completion of the report; $105,000 remaining contract value = $58,000 originally budgeted + $47,000 increase.
 
OTHER AGENCY INVOLVEMENT:
The CSA 50 Advisory Committee supports this recommendation.  The Budget Committee considered these actions on October 29, 2014.
 
FINANCING:
There is no current impact to the General Fund.  The costs associated with the Storm Water Management and Flood Control (SM&FC) Program will be financed by the CSA 50 (Rio Way Track Fund 077-3000-8198-6613-RMA073) from Unassigned Fund Balance.   Appropriating $47,000 from Unassigned Fund Balance will leave a remaining fund balance of $778,110, representing a 5.7% reduction.  The remaining unassigned fund balance is intended for future implementation of the SM&FC Program.
