RECOMMENDATION:

It is recommended that the Board of Supervisors:
Approve the Director of Health or the Assistant Director of Health to sign Memorandum of Agreement between the County of Monterey and the Consulate of Mexico in San Jose, California
for the term August 12, 2023, to August 12, 2024, to set forth the common understandings and cooperative relationships between the Parties that relate to the administration and coordination of the County’s Farmworker Resource Center Program (“FRC Program”).

 

SUMMARY/DISCUSSION:

County of Monterey Health Department (MCHD) was awarded a Farmworker Resource Center Program grant in December 2022. The successful application proposed to have staff from MCHD and Community Health Workers (CHWs) from several of the Virus Integrated Distribution of Aid (VIDA) Community Based Organizations (CBOs) to provide various outreach and systems navigation services for farmworkers in Monterey County. Services started July 1, 2023, and will continue through May 15, 2024, with the grant funding.

 

The outreach and systems navigation services will be in several domains, ranging but not limited to the following: labor and unemployment rights, education, housing, immigration, and health and human services. The FRC Program outreach and systems navigation services will be provided in a variety of methods including outreach at community locations frequented by farmworkers, worksites, and at drop-in locations with the CBO offices.

 

MCHD staff were approached by the Consulate of Mexico in San Jose, California to enter into a Memorandum of Agreement (MOA) starting August 12, 2023, and continuing through August 12, 2024, to explore an opportunity to collaborate in support of Mexican nationals of indigenous origin. The Consulate of Mexico asked the County if it would join the Consulate’s efforts to facilitate awareness of the new service window for the program entitled Comprehensive Attention to Origin and Indigenous Peoples of Mexico Abroad, known as VAIPOIME for its acronym in Spanish, at the Consulate offices in San Jose, California. The goal of the MOA is to multiply the information and advice provided to the thousands of community members in Monterey County, California as part of the FRC Program with information and supports on VAIPPOIME. For example, as part of the MOA, MCHD and the Consulate of Mexico will ensure that outreach and systems navigation efforts include particular supports, such as mutual sharing of associated flyers and presentations about the VAIPOIME services for Mexican nationals of indigenous origin in Monterey County.

 

This work supports the Monterey County Health Department 2018-2022 strategic plan initiatives: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. 4) Engage the MCHD workforce & improve operational functions to meet current & developing population health needs. It also supports five of the ten essential public health services, specifically: 3) Inform, educate, and empower people about health issues; 4) Mobilize community partnerships and action to identify and solve health problems; 5) Develop policies and plans that support individual and community health efforts; 6) Enforce laws and regulations that protect health and ensure safety; and 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions, respectively.

 

FINANCING:

There are no fiscal provisions in this MOA.
