RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt Plans and Special Provisions for the River Road Pavement Delineation, Project No. 1428, State Project No. 0513000080L-N, Federal Aid Project No. HRRRL-5944(113); and
b. Authorize the Director of Public Works to advertise the "Notice to Bidders" in the Monterey County Weekly.
SUMMARY/DISCUSSION:
Adoption of the Plans and Special Provisions will authorize the Resource Management Agency - Public Works (RMA-Public Works) to proceed with advertising of the River Road Pavement Delineation, Project No. 1428 (Project). The bid opening is set for March 6, 2015 at 3:00 p.m., in the Board of Supervisors' Conference Room 1032, Monterey County Government Center, 168 West Alisal Street, 1st Floor, Salinas, CA 93901. The "Notice to Bidders" will be duly advertised in the Monterey County Weekly.
The work to be done consist, in general of pavement delineation, including but not limited to clearing, removal of debris on paved surfaces and traffic control. The limit of the project is from Parker Road to Chualar River Road. The proposed project will improve safety for the public.
The Project has been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because it is to perform repair and maintenance of existing streets and similar facilities, which involves no expansion of an existing use. (See CCR § 15301(c) Existing Facilities).
This project is to be constructed in conjunction with the River Road Overlay project. Project construction is scheduled to begin in summer 2015 after the overlay project.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel, Auditor Controller, and Risk Management, have reviewed and approved the Special Provisions as to form, fiscal terms, and insurance provisions, respectively.
FINANCING:
There is no financial impact to the General Fund. Total estimated project cost, including project management, engineering, and construction, is $531,100. The Project is funded by Highway Safety Improvement Program/High Risk Rural Road (HSIP/HR3) for an amount of $477,990 and Road Fund for the amount of $ 53,110. There are sufficient appropriations in the FY14-15 (Fund 002, Unit 8195) to finance this project.
