RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health Services or designee to execute a retroactive, standard Mental Health Services Agreement for the term beginning July 28, 2025 through June 30, 2027 with Hesed Christian Ministries doing business as Agape Homes Orcutt for the provision of Short Term Residential Therapeutic Program (STRTP) treatment including Case Management, Specialty Mental Health Services, Medication Support and Crisis Intervention for children/youth in the amount of $72,621 for Fiscal Year (FY) 2025-2026 and $74,808 for Fiscal Year (FY) 2026-2027 for a total agreement amount not to exceed $147,429 and

SUMMARY:

Short-Term Residential Therapeutic Programs (STRTP) are licensed by the California  Department of Social Services and provided a Mental Health Program Approval by the Department of Health Care Services. STRTPs are residential facilities that provide an integrated program of specialized and intensive care and supervision, services and supports, specialty mental health services, mental health treatment; and short-term, 24-hour care and supervision to children and youth. The program's goal is to move the youth to a less restrictive environment within six months. The care and supervision STRTPs provide are nonmedical, except as otherwise permitted by law. STRTPs are designed primarily for youth aged 12 to 20. These programs may be operated by private organizations, which must be organized and operated on a not-for-profit basis. Only state-licensed, county-contracted agencies may provide STRTP services.

 

DISCUSSION:
Hesed Christian Ministries dba Agape Homes Orcutt is a Short-term Residential Therapeutic Program (STRTP) providing residential and specialty mental health services including specialized and intensive care, support, and 24-hour supervision on a short-term basis for children and youth with complex and severe needs. The goal of the program is to provide therapeutic interventions to treat and ameliorate the behavioral health symptoms and improve function so that children and adolescents may move to a less restrictive and intensive treatment setting. This Agreement is retroactive to July 28, 2025, due to ongoing contract negotiations for Monterey County youth placed on an emergency basis. Emergency placements are conducted when current contracted providers are not able to provide the specialized residential and mental health needs of a child/youth.

This Agreement contains the County’s standard 30-day “no cause” provision (Section V, B) and an additional defunding provision (Section V, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding

OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:|
The Office of the County Counsel and Auditor-Controller have reviewed and approved this agreement as to legal form and fiscal provisions, respectively.

FINANCING:
This Agreement is funded by 2011 Realignment (50%) and Federal Financial Participation (50%). The funds for this Agreement are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year (FY) 2025-26 Adopted Budget. The funds for FY 2026-2027 will be included in the Department’s (HEA012, Unit 8410) Requested Budget.
