RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or the Assistant Director of Health to execute the First Amendment to the Medi-Cal Capacity Grant Agreement Number 0120-MCHD-BH-CI between the Central California Alliance for Health (the Alliance) and the County of Monterey, on behalf of the Monterey County Health Department Behavioral Health Bureau, to modify the East Salinas Sanborn Clinic project’s financial model from a lease/back contract with a developer to a traditional bid-build process to secure a contract with a construction contractor, revise the respective due dates for each phase of project, and extend the term of the Agreement from 43 to 51 months for a new end date of November 25, 2024, to be effective on the date of final execution by the Alliance.

 

SUMMARY/DISCUSSION:

On August 1, 2020, the Board approved a Medi-Cal Capacity Grant Agreement between the Central California Alliance for Health  and the County of Monterey, on behalf of the Department of Health, Behavioral Health Bureau,  in the amount of $2,500,000 to support the capital construction activities associated with the development of a new clinic facility located at 331 North Sanborn Road, Salinas for the provision of integrated behavioral health, care coordination and health education services to Medi-Cal beneficiaries residing in Monterey County. Subsequent to the execution of the Agreement, the County has identified additional funding sources to allow for the County to proceed with a traditional bid-build process.

 

This First Amendment extends the grant term and duration from 43 months to 51 months, modifies the financial model from a lease/back contract with a developer to a traditional bid-build process to secure a contract with a construction contractor, as well as revises the timelines for each project phase as follows: enter into a contract with a construction contractor by December 31, 2021; complete the construction of the facility, inspection and testing by July 31, 2023; and complete parking lot, landscaping and obtain a Certificate of Occupancy by September 30, 2023.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Initiative:  3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically: 7.  Link people to needed personal health services and assure the provision of health care when otherwise unavailable, and 8. Assure competent public and personal health care workforce.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and Auditor-Controller have reviewed and approved the First Amendment to the Grant Agreement as to legal form and fiscal provisions respectively.

 

FINANCING:

This Agreement is funded by CCAH Medi-Cal Capacity Grant funds.  The funds for this Agreement are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year (FY) 2021-22 Adopted Budget.  The funds for FY 2022-23 and FY 2023-24 will be included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) respective Requested Budgets.
