RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts/Purchasing Officer to sign Amendment No. 4 to Professional Services Agreement #A-11745 with the Action Council of Monterey County Inc., for the provision of community educational management and contracting for specialized services, to increase the amount by $200,000 for a revised total amount not to exceed $950,000.
 
SUMMARY/DISCUSSION:
The Action Council of Monterey County, Inc. (ACMC), created in 1994, is a Non-Profit Organization involved in creating public/private partnerships to address unmet needs within the community, and to provide planning and coordination of such services.  ACMC addresses the reduction in government funding for health and human services for low-income and vulnerable people.  In part, their goal is to create public/private partnerships to promote economic and social justice; to initiate community dialogue and action on critical issues.  ACMC acts as fiscal agent for over two dozen coalitions of individuals who provide valuable services, which are often not available through traditional community resources.  For many years, the Monterey County Health Department has partnered with ACMC establishing a mutual and purposeful relationship, focused on the provision of valuable services to our community.
 
The Board of Supervisors approved and authorized the Contracts/Purchasing Officer to sign Professional Services Agreement #A-11745 ("Agreement") on June 29, 2010 in the amount not to exceed $250,000, as well as subsequent Amendments.  Amendment No. 1 increased funding by $350,000 for a revised total amount not to exceed $600,000; Amendment No. 2 extended the term through June 2013; and Amendment No.3 increased funding by $150,000 for a revised total amount not to exceed $750,000, and extended the term through June 30, 2015.
 
This Amendment No. 4 will increase funding by $200,000 for a revised total amount not to exceed $950,000.  This action will ensure a continued and successful partnership with ACMC, and will allow the Health Department to utilize ACMC's expertise and resources to: 1) secure professionals that provide specialized services and/or equipment involving emergency preparedness for issues such as the H1N1 epidemic, natural disasters, or bioterrorism; and 2) secure professionals for specialize services that may include data analysis and community strategic planning; provide trainings and consultation for a variety of public health concerns, such as the Health in All Policies Initiative, Affordable Care Act, Prevention of Youth Violence; and to acquire professionals to educate on topics such as, diabetes, obesity and asthma; and acquire venues and related services for such events/trainings/conferences; and 3) provide other specialized services or subcontractors as requested by the Director of Health or designee and/or the Health Officer.
 
OTHER AGENCY INVOLVEMENT:
County Counsel and the Auditor-Controller have reviewed and approved this Amendment No. 4 as to legal form and fiscal provisions respectively.  A copy of Amendment No. 4 is on file with the Clerk to the Board.
 
FINANCING:
This Agreement #A-11745 in the amount not to exceed $950,000 is for the period of July 1, 2010, through June 30, 2015.  Services and purchases provided by this Agreement are estimated to be funded 3% by State sources, 24% by Federal sources, 70% by Internal Service Charges, and 3% by Forfeitures and Penalties.  Actual funding sources may vary and are dependent on the services requested by the County.
