RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve the County of Monterey Department of Social Services (MCDSS) CalWORKs Employment Services (CWES) California Outcomes and Accountability Review (Cal-OAR) System Improvement Plan (SIP).

 

SUMMARY/DISCUSSION:

Cal-OAR is a local, data-driven program management system that facilitates continuous improvement of county CalWORKs programs by collecting, analyzing, and disseminating outcomes and best practices. As required by Welfare and Institutions Code (WIC) 11523, Cal-OAR consists of three core components: performance indicators, a county CalWORKs self-assessment (Cal-CSA), and a CalWORKs system improvement plan (Cal-SIP)

 

The Cal-OAR Continuous Quality Improvement (CQI) cycle is a learning process for all of those involved. The Cal-SIP report serves as a guide to the goals CWES aims to achieve throughout the remainder of the current cycle. While the goals selected will remain in place, the strategies may be revised during the progress report phase if it is determined that new strategies will yield better results. 

 

OTHER AGENCY INVOLVEMENT:

None.

 

FINANCING:

There is no fiscal impact to the County General Fund associated with receiving or approving this CalOAR Plan.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This plan correlates to the Economic Development and Health & Human Services Strategic Initiatives adopted by the Board of Supervisors by connecting training and job skills to 350 Welfare to Work customers through increased engagement strategies. The skills and experience gained will lead to broader employment opportunities which can result in improved overall quality of life.
