RECOMMENDATION

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute a Substance Use Disorder Service Agreement between the County of Monterey and The Camp Recovery Center, LLC Dba The Camp Recovery for the provision of residential services in the amount of $43,200 for FY 2023-2024 for a total Agreement amount not to exceed $43,200 for the term retroactive to September 1, 2023, through November 30, 2023; and

b. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not exceed 10% or $4,320 of the original Agreement amount, do not significantly alter the scope of services, and do not increase the total not to exceed maximum amount over $47,520.

 

SUMMARY/DISCUSSION

This Services Agreement between the County of Monterey and The Camp Recovery Center is to provide youth substance use disorder services to residents with a substance disorder diagnosis. The Camp Recovery Center provides specialized and personalized residential services for both female and male adolescents with substance use disorders as a primary diagnosis. The residential program offers on-site therapeutic interventions including, individual, group, and family therapy and a group living environment. The goal and objectives are to provide the appropriate treatment options that will assist in increasing the healing and wellness of the client.

 

This Agreement is retroactive to September 1, 2023 due to the nature of the substance use disorder diagnosis, an emergency priority placement took place in September of 2023, for a resident of the County of Monterey. In addition, staff has been working closely with the provider to obtain the appropriate insurance documents as required by the County. The Camp Recovery Center has been providing specialized and personalized treatment services while contract negotiations took place to execute an Agreement.

 

This work supports the following County of Monterey Health Department 2018-2024 strategic plan Goal(s): 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

 

OTHER AGENCY INVOLVEMENT

County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING

This Agreement is funded by Realignment funds (100%). Funds for this Agreement are included in the Health Department's Behavioral Health Bureau (HEA012, Unit 8410) FY 2023-24 Adopted Budget.
