a. Approve and authorize the Contracts/Purchasing Officer or his designee to execute a retroactive Agreement with Scott Young Construction, to provide construction services to WeatherTech Raceway Laguna Seca from May 1, 2020 through April 30, 2023, for an amount not to exceed $4,000; and
b. Approve and authorize the Contracts/Purchasing Officer or his designee to execute up to three (3) future amendments to this Agreement where the total amendments do not exceed 10% ($400) of the agreement amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer or his designee to execute a retroactive Agreement with Scott Young Construction, to provide construction services to WeatherTech Raceway Laguna Seca from May 1, 2020 through April 30, 2023, for an amount not to exceed $4,000; and
b. Approve and authorize the Contracts/Purchasing Officer or his designee to execute up to three (3) future amendments to this Agreement where the total amendments do not exceed 10% ($400) of the agreement amount and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This request supports the use of Scott Young Construction, to provide construction services for minor projects at Laguna Seca Recreation Area and WeatherTech Raceway Laguna Seca. Scott Young Construction shall provide all labor and materials required for contracted services, based on approved purchase orders. They will also provide quotes in advance and will invoice monthly for services rendered.
Request approval for a retroactive agreement due to use of the aforementioned vendor as a sub-contractor who was not paid by the contractor for work completed. The County Administrative Office confirms that the work was performed and accepted, and that Scott Young Construction was not paid.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved the agreement as to form.
FINANCING:
The contract with Scott Young Construction will be funded through Fund 453 Laguna Seca Budget Unit 8536. Funding for the Agreement is included in the FY 2020-2021 Approved Budget. Approval of the recommended action will have no additional impact on the County General Fund.
