b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($30,000) of the original Agreement amount and do not significantly alter the scope of services

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or Assistant Director of Health to sign a Professional Services Agreement with University Corporation at Monterey Bay (CSUMB) for the provision of evaluation services for the three-year Proposition 47 Grant services in Monterey County, in the amounts of $100,000 for Fiscal Year (FY) 2017-18, $100,000 for Fiscal Year (FY) 2018-19 and $100,000 for Fiscal Year (FY) 2019-20 for a total Agreement not to exceed $300,000; and
b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($30,000) of the original Agreement amount and do not significantly alter the scope of services.
SUMMARY/DISCUSSION:
The Board of State and Community Corrections (BSCC) awarded a three-year $6,000,000 grant to the Monterey County Health Department, Behavioral Health Bureau. The Grant entitled “No Zip Code Left Behind: Addressing Inequalities Through Collaborative Partnerships” will focus on individuals in the criminal justice system in need of mental health, substance abuse treatment and supportive services needed to eliminate barriers to successful reintegration into society and reduce the recidivism rate of people convicted of less serious crimes.
To perform the terms of this grant, the Behavioral Health Bureau will contract with CSUMB who was identified as the evaluator in the Proposition 47 grant application. CSUMB will be the grant evaluators of the Proposition 47 Grant. Services that will include grant evaluation, close-out periods, evaluation of grant funded services and quarterly/yearly reports as required by the BSCC.
CSUMB is a local vendor well-known for the evaluation work they do for other county agencies. They currently contract with the Health Department’s Policy, Evaluation and Planning Unit to develop, implement, analyze and present assessment results for their Prevention First Monterey County Grant from the California Department of Public Health. CSUMB was selected for their familiarization in working with State and Federally funded grant programs including grant reporting requirements.
This work supports the Monterey County Health Department 2011-2015 strategic plan initiative: 3 Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7 Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
County Counsel, Risk Management, and the Auditor-Controller have reviewed this Agreement as to legal form, insurance requirements, and fiscal provisions respectively.
FINANCING:
The period of the Grant is from June 15, 2017 to August 16, 2020. The grant provides program funding in the amounts of $100,000 for Fiscal Year (FY) 2017-18, $100,000 for Fiscal Year (FY) 2018-19 and $100,000 for Fiscal Year (FY) 2019-20 for a total Agreement not to exceed $300,000. As the grant award occurred after the adoption of the Fiscal Year’s 2017-18 Budget, the associated revenue and expenditures are not included in the Department’s current year’s operational budget. The Department will evaluate the need to increase Revenue and Appropriations at mid-year, and if necessary, will work with the County Administrative Budget and Analysis Division to implement the adjustments deemed appropriate to accommodate the Department’s programmatic activities. The expenditures for Fiscal Years 2018-19 through 2020-21 will be included in the Department’s requested budget for each fiscal year. Any unused contract authority will be fully budgeted in the subsequent FYs, through the term of the Agreement.
