RECOMMENDATION:

It is recommended that the Board of Supervisors consider authorizing the Director of Human Resources, or designee, to execute a Student Intern Placement Agreement template retroactive to July 1, 2025, through June 30, 2030, between the Educational Institution(s) and the County of Monterey.

 

SUMMARY/DISCUSSION:

The Countywide Internship Program (“Internship Program”) was authorized by the Board of Supervisors on July 17, 2017. The Master Student Placement Agreement was authorized by the Board of Supervisors, July 16, 2021. The primary objectives of the program are to promote student awareness of the diversity of County careers, enhance education and training for the local student population, strengthen overall recruitment of a future workforce, and augment and support a wide range of County functions through avoided cost. The County of Monterey, in partnership with California State University Monterey Bay (CSUMB), Monterey Peninsula College, and Hartnell College, have achieved success with the Internship Program. Since the  Countywide Internship Program was initiated,, over 150 interns were placed as part of student participants’ field education and/or service-learning requirements for their respective fields of study.

 

In order to expand the Countywide Internship Program, the Human Resources Department proposes to extend the current master agreement wherein other accredited educational institutions, both within the State of California and from elsewhere, can participate as a partner with the County of Monterey. To further advance the Countywide Internship Program, staff recommends that the Board of Supervisors authorize the Director of Human Resources or designee to execute Student Placement Agreements retroactive to July 1, 2025, through June 30, 2030, between the County and the Educational Institution(s), in accordance with the Master Student Intern Placement Agreement template (Attachment A) for placement of student participants with County departments. Approval would allow for the continued growth of the Countywide Internship Program’s mission “to provide internship that enhance student’s educational objectives, strengthen career awareness, and promote public service for the County of Monterey.”

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed and concurs with the Master Student Placement Agreement as to form.

 

FINANCING:

There is no financial impact associated with the proposed action.

The proposed recommended actions address the Board of Supervisors Administration Strategic Initiative. The actions demonstrate the County’s commitment to meeting the Board’s initiatives in recruiting, retaining, and attracting a diverse, talented workforce that supports the mission of Monterey County.
