RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Adopt Plans and Special Provisions for the Countywide Guardrail Project, Project No. 1149; and

b.  Authorize the Director of Public Works, Facilities and Parks to advertise the “Notice to Bidders” in the Monterey County Weekly.

 

SUMMARY/DISCUSSION:

The County was awarded a $600,000 Highway Safety Improvement Program (HSIP) grant by Caltrans for a select set of traffic safety improvements in the County. The work to be done, in general, consists of replacing existing guardrails to meet current State standards at seven (7) locations throughout the County (please see Attachment A for the project location map).

 

The bid opening is tentatively set for February 19, 2021 at 2:00 pm in the Board of Supervisors’ Conference Room 1032, Monterey County Administration Building, 168 West Alisal Street, 1st Floor, Salinas, California 93901.  Construction is scheduled to begin in March 2021.

 

The project has been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because the project is to perform repair and maintenance of existing facilities (See CEQA Guidelines, California Code of Regulations (CCR) Section 15301 Existing Facilities).  Caltrans, as the designated lead for the National Environmental Policy Act (NEPA), approved the NEPA Categorical Exemption/Categorical Exclusion Determination on August 2, 2018.

 

Adopting the Plans and Special Provisions and authorizing the Public Works, Facilities and Parks Department (PWFP) to advertise the Project, will allow the PWFP to proceed with the construction phase of the Project and solicit construction bids.  PWFP will return to the Board after opening bids and determining the lowest responsible bidder to award the Project.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management, and Auditor-Controller’s Office have reviewed and approved the Special Provisions as to form, insurance and indemnification provisions and fiscal terms, respectively.

 

FINANCING:

The total estimated project cost, including engineering design, environmental documentation and construction is $907,534. The project is funded by the Federal Highway Administration’s (FHWA) Highway Safety Improvement Program (HSIP) in the amount of $600,000 and local fund through Transient Occupancy Tax (TOT) in the amount of $307,534. There are sufficient appropriations adopted in the FY 2020-21 Road Fund 002, Appropriation Unit RMA012 budget to finance the construction phase of the project.

The replacement and upgrade of existing guardrails to meet current State Standards will improve safety for motorist.  The recommended action supports the following Board of Supervisors’ Strategic Initiative:
