a. Approve and authorize the Director or designee of the Department of Social Services to sign an agreement in tandem with Hartnell Community College District to provide Independent Living Program (ILP) services to current and former Monterey County foster/probation youth ages 14 to 21 for the period July 1, 2025 through June 30, 2027, in the amount of $251,966; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($25,196) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $277,162.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or designee of the Department of Social Services to sign an agreement in tandem with Hartnell Community College District to provide Independent Living Program (ILP) services to current and former Monterey County foster/probation youth ages 14 to 21 for the period July 1, 2025 through June 30, 2027, in the amount of $251,966; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($25,196) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $277,162.
SUMMARY/DISCUSSION:
This agreement provides workshops, trainings, events, and supports to assist current and former Monterey County foster and probation youth, ages 14-21, to prepare to live independently. The Independent Living Program (ILP) emphasizes four domains of education, employment, finance, and daily living skills. The scope of these responsibilities is multi-layered to include administrative tasks, curriculum development, event planning, daily life skills training, and supervision/mentoring of Transition Age Youth. The Hartnell Community College ILP collaborates with many county departments, local organizations, and businesses to assist youth with employment, housing, or other core services.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved the Agreements as to legal form, as has the Auditor-Controller’s Office as to the financial provisions.
FINANCING:
This Agreement is funded with Federal Social Services revenues and Realignment funds. Sufficient appropriations and estimated revenues in SOC005 are included in the FY 2025-26 Recommended Budget and future appropriations will be included in the upcoming budget process.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to partner with Hartnell Community College to provide hands-on, experiential and classroom training to ILP eligible current and former foster/probation youth ages 14 to 21.
