RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

Approve and authorize the Director of Health Services or designee to execute Amendment No. 3 to Mental Health Services Agreement A-15270 between The County of Monterey and Harmony at Home for the provision of new and additional prevention and early intervention outreach and engagement services, which adds $115,833 in FY 2023-2024 and $504,120 in FY 2024-25, for a new total Agreement amount not to exceed $1,646,313 for a term July 1, 2021 through June 30, 2025.

 

SUMMARY/DISCUSSION

As part of the County of Monterey Health Department, Behavioral Health Bureau’s Access and Mental Health Services Act (MHSA) outreach, engagement and mental health programs the County currently has Agreement A-15270 with Harmony at Home to meet goals and objectives outlined in the County’s MHSA Plan. This Amendment No. 3 sustains existing MHSA PEI funded services in Programs 1-3 through FY2024-25 on a status quo basis.

 

Additionally, On May 25, 2023, the County of Monterey Behavioral Health Bureau received approval from the Mental Health Services Oversight and Accountability Commission (MHSOAC) for the “Rainbow Connections” MHSA Innovation Program. This Innovation Program aims to improve the mental health outcomes and functioning of LGBTQ youth and their families by promoting interagency communication and collaboration across youth-serving systems, and through building capacity among youth-serving adults to identify and respond affirmatively to the needs of LGTBQ youth up to age 24. Multiple vendors will assist COUNTY in the implementation and evaluation of the Rainbow Connections Innovation Program. Harmony at Home will maintain an important role in this project by providing education services to students and school staff to positively impact school climate for LGBTQ youth, and aid in the development of a collaborative interagency network to facilitate referrals for mental health services for LGBTQ youth and their families. 

 

This work supports the County of Monterey Health Department’s 2018-2024 Strategic Plan Goal(s): 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT

County Counsel and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING

This Amendment No. 3 is funded by MHSA PEI and INN funds. The added funds in the amount of $115,833 in FY 2023-2024 are included in the Health Department's Behavioral Health (HEA012, Unit 8410) FY 2023-24 Adopted Budget, and the added funds in the amount of $504,120 in FY 2024-25 will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2024-25 Requested Budget.
