RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Receive an oral presentation from the Natividad Medical Center ("NMC") Chief Executive Officer and NMC Staff updating the Board on NMC's implementation plan for designation as the Level II Trauma Center for Monterey County.
 
SUMMARY:
Natividad Medical Center ("NMC") received the recommendation of an independent review panel deeming NMC the hospital most qualified to become the designated adult Level II Trauma Center, for Monterey County. . On October 1, 2013, the Board of Supervisors accepted the independent review panel's recommendation to work with NMC to develop an implementation plan for designation as the Level II Trauma Center for Monterey County.
 
Formal designation is contingent upon the successful implementation of the proposed timeline and acquisition of identified staffing and equipment.  NMC submitted a Trauma Implementation Timeline to Emergency Medical Services (EMS) Agency Director on November 15, 2013.  On January 28, 2014, the Board of Supervisors approved NMC's  Implementation Timeline and authorized and directed the NMC Chief Executive Officer to begin implementation of the Level II Trauma plan as directed by and in collaboration with the EMS Agency, and to return to the Board of Supervisors with necessary budgetary or contractual authorizations. Throughout the calendar year, NMC sought and obtained Board approval for various budgetary and contractual authorizations.
 
On September 26, 2014 Natividad Medical Center underwent a one day evaluation by independent reviewers to assess trauma readiness.  Findings of this review established that Natividad Medical Center is capable of providing level II trauma services.  As of October 6, 2014, trauma patients meeting triage criteria are being transported to Natividad Medical Center for care.
 
DISCUSSION:
Designation as a Level II Trauma Center is contingent upon NMC's successful implementation of its proposed timeline, staffing plan, acquisition of specialized medical equipment and construction of ancillary facilities necessary to support operation of the Center. The Independent Review Panel identified six conditions that NMC is required to meet prior to receiving designation as a Level II Trauma center. Natividad Medical Center is pleased to provide a status update as summarized below:
 
1.      Neurosurgery.  NMC has successfully contracted with five neurosurgeons, each with neurotrauma experience and has contracted with a local neurosurgery group.  As of October 1, 2014 we have been providing 24/7 neurosurgery coverage.
2.      Angiography. Our Interventional Radiology Lab is onsite. Natividad currently has 24/7 interventional radiology services.
3.      Continuing Medical Education. NMC has already offered and completed multiple trauma related CME activities including those listed below:
February 21, 2014 - Physiological Changes in Vital Signs in Adults and Pediatric
March 4, 2014 - Massive Transfusion Protocols - Past, Present, Future
Mach 21, 2014 - Pediatric Trauma
May 21, 2014 - Key Elements for Effective Trauma Charges and Billing
June 4, 2014 - :Oh No, An Injured Child! How Can We be More Prepared and Who Needs to be Transferred?
July 9, 2014- New CMS Payment Policies Impacting Trauma Service
4.      Improved mechanism for physician to physician contact for arranging patient transfers. NMC is working on an agreement with a vendor to serve as a coordinated call and transfer center. The go live date is expected to be on or before November 30, 2014.
5.      Trauma Medical Director and Trauma Program Manager completed the Trauma Outcome Performance Improvement Course (TOPIC) course on May 14, 2014.
6.      Monterey County EMS Trauma Coordinator and EMS Director now attend NMC's monthly Trauma System Improvement Meeting.  NMC's Trauma Medical Director and Trauma Program Manager now attend local EMS Medical Advisory Committee and Emergency Medical Care Committee meetings and Regional Trauma Coordinating Committee and Trauma Advisory Committee.
 
In summary, Natividad Medical Center is meeting all requirements for designation as the Level II Trauma Provider for Monterey County.
