RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign Amendment #1 to PSA1048 with First Alarm adding $43,580, effective May 1, 2017, for Digital Monitoring Products Access System security monitoring and maintenance, increasing the total contract amount to $143,545 and extending the term of the Agreement through March 31, 2018; and

b.                     Authorize the Director of the Department of Social Services to sign up to (3) additional amendments to this Agreement where the total amendments do not exceed 10% of the amended contract amount, and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

Under this Agreement, First Alarm provides Digital Monitoring Products Access System monitoring and maintenance for seven buildings used by the Department of Social Services.  This system includes door lock and entry monitoring, daily testing, warranties, equipment maintenance, and replacement costs.  The term of the current Agreement is July 1, 2015 through June 30, 2017. 

 

The Department is currently processing a Request for Proposals (RFP) for the replacement, expansion, and ongoing service of a new security access and monitoring system for all Departmental buildings. This RFP is expected to be released in the second quarter of calendar year 2017. While the Department expects to have an agreement in place for the new system prior to the expiration of the First Alarm Agreement, the new system will take between six to nine months to be fully installed and tested. To maintain the security of the Department’s staff, customers, guests, personally identifiable information, and equipment, it is recommended that the term of the Agreement with First Alarm be extended to March 31, 2018. First Alarm has agreed to continue pricing at current levels through this extended term.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

 

FINANCING:

Funding for these services is provided with a combination of Federal, State and Realignment revenues. Sufficient appropriations and estimated revenues in SOCOO5 are included in the FY 2016-17 Adopted Budget and remaining balance will be budgeted in subsequent fiscal years.  Approval of this action has no impact on the County General Fund.

This agreement correlates to the Administration and Health and Human Services Strategic Initiatives adopted by the Board of Supervisors by providing more secure facilities for the Department to provide customer oriented employment services, temporary financial assistance, social support services, protective services to children and at risk adults while promoting self-sufficiency and personal responsibility to help members of the community to thrive, grow and achieve their potential.
