Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign a non-standard agreement with San Bernardino County - Department of Aging and Adult Services - Public Guardian to provide technical assistance with the implementation, development, and ongoing administration of the Age Wise program for the Department of Social Services, Area Agency on Aging for a retroactive term starting May 1, 2024 through June 30, 2026, with a contract total of $200,000; and

b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three (3) future amendments to this non-standard agreement where the total amendments do not exceed 10% ($20,000) of the original contract amount, and do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $220,000.

 

SUMMARY/DISCUSSION:

The Monterey County Department of Social Services, Area Agency on Aging (AAA) applied for and received a three-year, competitive grant award from the Mental Health Services Oversight and Accountability Commission (MHSOAC) to establish and operate the Age Wise program in Monterey County. Age Wise is a non-traditional mental health program for the high-risk and underserved older adult population. The Age Wise program aims to assist unserved and older adults with serious mental illness or severe emotional disturbance to develop integrated care with respect to their physical and behavioral health needs through intensive case management and wrap around services.

 

This agreement encompasses the provision of technical assistance by the San Bernardino County - Department of Aging and Adult Services - Public Guardian to aid the County of Monterey Department of Social Services, Area Agency on Aging with the implementation, development, and ongoing administration of the Age Wise program in Monterey County. The technical assistance will be extended over a period of three years to ensure the effectiveness and ongoing adherence to the Age Wise program model, which centers on delivering comprehensive, multidisciplinary behavioral health and wellness services for older adults.

 

Additionally, the implementation of the Age Wise program will leverage and build on our strong collaboration with the Monterey County Behavioral Health Department, Adult Protective Services (APS), other county departments, and community partners due to our AAA being embedded into the Monterey County Department of Social Services and its Aging and Adult Services (AAS) Branch. The department is requesting approval of this non-standard agreement for mutual indemnification and modified insurance language.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.  The County Administrator’s Office - Budget Office concurs with these actions.

 

FINANCING:

This agreement is funded by a State grant from Mental Health Services Oversight and Accountability Commission (MHSOAC). Sufficient appropriations and estimated revenues in the Area Agency on Aging 001-5010-SOC010-8268 are included in the FY 2023-24 Adopted Budget and incorporated in the FY 2024-25 Requested Budget. FY 2025-26 will be incorporated in the next budget process.
