Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the County Purchasing Agent, or designee, to execute a retroactive Agreement with Access Support Network to provide Rapid Homeless Outreach and Response services throughout the unincorporated areas of Monterey County and on County-owned properties within city limits, from September 1, 2026, through June 30, 2027, in an amount not to exceed $250,000, funded by an intrafund reimbursement of Measure AA revenues; and

b. Approve and authorize the County Purchasing Agent, or designee, to execute up to three future amendments to this Agreement where amendments do not exceed 10% ($25,000) of the amended contract amount, do not significantly alter the purposes and goals of the Agreement subject to review as to form by the Office of the County Counsel, and do not exceed the maximum aggregate amount of $275,000.

SUMMARY:

The County Administrative Office’s Homelessness Strategies and Initiatives Division requests approval of a retroactive Standard Agreement with Access Support Network (ASN) in an amount not to exceed $250,000 to provide rapid homeless outreach and response services from September 1, 2026, through June 30, 2027. The services are intended to provide urgent outreach and support to individuals experiencing homelessness throughout the unincorporated areas of Monterey County and on County-owned properties within city limits.

ASN will operate an outreach team Monday through Friday, from 8:00 a.m. to 6:00 p.m., to engage individuals experiencing homelessness and connect them to resources including social services, behavioral and physical health care, substance use disorder treatment, public benefits, transportation, meals, emergency shelter, bridge housing, and long-term housing. ASN will also provide field-based case management, housing navigation, income and benefit assistance, and other wrap-around services.

DISCUSSION:

The Agreement establishes a Rapid Homeless Outreach and Response Team to provide timely, field-based outreach and engagement within the Service Area. ASN is required to respond to County referrals within 12 to 24 hours and, when an individual cannot be located during the initial attempt, make reasonable and diligent efforts through multiple outreach attempts at varying times of day, including morning and evening visits when feasible. ASN will provide timely status updates to County staff following outreach attempts and continue updates until referrals are resolved or closed.

When a referral results from a public complaint regarding an encampment, ASN will initiate outreach and document pertinent information, including photographs where appropriate, the estimated number of individuals residing at the encampment, and highly vulnerable individuals such as medically fragile persons, older adults, children, pregnant individuals, or persons with significant physical or behavioral health needs. ASN will use the County’s Homeless Encampment Portal to update and manage encampment referrals.

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management, and the Auditor-Controller’s office have reviewed and approved proposed Agreement as to form, risk, and fiscal provisions.

FINANCING:

This Agreement is fully funded by an intrafund reimbursement of Measure AA revenues, appropriated by the Board of Supervisors on June 16, 2026. The funds have been appropriated and are included in the Fiscal Year 2026-2027 Adopted Budget for the County Administrative Office General Fund 1001, Homelessness Strategies and Initiatives 105008. The Scope of Services provides for monthly invoices for eligible reimbursable expenses, with supporting documentation, and establishes a maximum contract amount of $250,000.

BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:

This recommendation supports the Well-Being and Quality of Life and Safe and Resilient Communities goals by providing timely outreach, connections to shelter and housing, case management, and health and supportive services to individuals experiencing homelessness. The Agreement also supports community health and safety through coordinated encampment outreach, voluntary cleanup assistance, and connection to appropriate services.
