RECOMMENDATION:

It is recommended that the Board of Supervisors:

Authorize the Director of Health or Assistant Director of Health to execute Amendment No. 3 to the Agreement with BKD, LLP for revenue enhancement services, increasing the contract amount by $55,000 for a new contract amount not to exceed $295,000 and extending the term two (2) additional years for a revised new term of July 1, 2016 to June 30, 2023.

 

SUMMARY/DISCUSSION:

The Health Department Clinic Services Bureau (Clinic Services) operates ten community clinic sites designated as Federally Qualified Health Centers (FQHCs) which provide preventive, primary, and specialty medical care services which are all mandated by Health Resources and Services Administration (HRSA) to provide primary health services to all patients regardless of ability to pay. 

 

The Board of Supervisors approved Agreement No. A-13222 with BKD on June 28, 2016, for the provision of Medi-Cal settlement reporting and HRSA compliance consulting services to Clinic Services. Amendment No. 1 was executed on July 1, 2019 to extend services for one (1) additional year and Amendment No. 2 was executed on July 1, 2020 to extend services another additional year to June 30, 2021. 

 

Clinic Services’ plans for ongoing support and services from BKD’s include their assistance with conducting a comprehensive Medi-Cal Managed Care rate setting analysis for the NIDO clinic and provide consulting and support to Clinic Services for the HRSA Onsite Visit, scheduled for July 2021, that extensively audits Clinic Services’ adherence to HRSA’s FQHC requirements.

Approval of the recommended action will allow for continued revenue enhancement and consulting services for Clinic Services’.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Initiatives: 2. Enhance community health and safety through prevention. It also supports one of the ten essential public health services, specifically: 6. Enforce laws and regulations that protect health and ensure safety.

 

OTHER AGENCY INVOLVEMENT:

The office of the County Counsel and the Auditor-Controller have reviewed and approved as to legal form and fiscal provisions, respectively. 

 

FINANCING:

Sufficient funds are available in the FY 2021-2022 Proposed Budget for Clinic Services Bureau, Health Department (4000-HEA007). This Agreement is funded by revenues generated from Medi-Cal and Medicare.  There is no financial impact to the General Fund resulting from approval of this Agreement.
