Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Adopt a resolution to authorize the Department of Emergency Management (DEM) to submit an application for the purpose of obtaining financial assistance from the California Governor’s Office of Emergency Services for Fiscal Years (FY) 2023 and 2024 Emergency Management Performance Grant Program (EMPG); and

b. Designate and Authorize Director of Emergency Management or Designee to execute grant documents and applications for the EMPG Program; and

c. Authorize the Department of Emergency Management to receive award from the EMPG Program for FY 2021 in an amount not to exceed the total award amount of $214,080.

d. Authorize the Department of Emergency Management to receive award from the EMPG -ARPA Program for FY2021 in an amount not to exceed the total award amount of $63,322; and

e. Authorize the Department of Emergency Management to receive award from the EMPG Program for FY 2022 in an amount not to exceed the total award amount of $237,612.

 

SUMMARY:

The Department of Emergency Management coordinates applications and reporting efforts for the Emergency Management Performance Grant Program (EMPG). In October 2021, and December 2022, the Board of Supervisors authorized County staff titles Emergency Services Manager, Emergency Services Planner and the Auditor-Controller as authorized agents for the respective EMPG Program FY 2021, 2022, 2023, and 2024 to submit applications and execute grant documents for the purpose of obtaining financial assistance from the California Governor’s Office of Emergency Services for Fiscal Years (FY) 2022, 2023, and 2024 Emergency Management Performance Grant Program (EMPG)

 

DEM formerly Office of Emergency Services (OES) has become a standalone department in FY 2024, with the reorganization an update of the designated staff positions is required.  The County staff titles authorize Director of Emergency Management, Emergency Services Manager, Finance Manager, and Management Analyst, as Monterey County representatives for participation within the California Office of Emergency Services FY 2021, 2022, 2023, and 2024 EMPG Program.

 

DISCUSSION:

The Emergency Management Performance Grant is a federally funded program aimed at providing assistance to local government emergency management supporting activities for administrative tasks necessary to maintain the operational area and emergency management responsibilities of a routine nature and specific activities.

 

Fiscal Year 2021

In October 2021, the Board of Supervisors authorized the Monterey County Office of Emergency Services to submit applications for the Fiscal Year 2021 Emergency Management Performance Grant and the Fiscal Year 2021 Emergency Management Performance Grant - American Rescue Plan to the Federal Emergency Management Agency (FEMA) through the California Office of Emergency Services.

 

The Monterey County Department of Emergency Management, previously the Office of Emergency Services, submitted an application for Fiscal Year 2021 Emergency Management Performance Grant and was awarded $214,080 for staff salaries.

 

The Monterey County Department of Emergency Management, previously the Office of Emergency Services, submitted an application for Fiscal Year 2021, Emergency Management Performance Grant - American Rescue Plan and was awarded $63,322 for the construction of a doorway in the EOC.

 

Fiscal Year 2022

In December 2022, the Board of Supervisors authorized the Monterey County Office of Emergency Services to submit applications for the FY 2022, 2023 and 2024 EMPG Program to the Federal Emergency Management Agency (FEMA) through the California Office of Emergency Services.

In December 2022, the Board of Supervisors authorized the Emergency Services Manager, Emergency Services Planner and Auditor- Controller to execute grant documents and applications for the purpose of obtaining financial assistance from the California Governor's Office of Emergency Services Fiscal Years 2022, 2023, and 2024 Emergency Management Performance Grant (EMPG) Programs.

This resolution will designate the local government staff representatives having the authority to execute documents and coordinate with the California Office of Emergency Services on behalf of Monterey County, in regard to the EMPG Program. The designees will execute assurances, applications, documents, and claims for the purposes of obtaining financial assistance. The federal administrative requirement to designate a staff position by title rather than an individual name will eliminate the need to submit a new Resolution to the Board each time there is a change in personnel.

 

This resolution will authorize designees to submit applications for Fiscal Years 2022, 2023, and 2024 of the EMPG Program as allowable in the FY22 EMPG State Supplement to the Federal Notice of Funding Opportunity (Attachment C) that notes “Resolutions may be valid for up to three grant years...”. The State administrative allowance of a resolution being valid for up to three grant years will eliminate the need for additional resolutions authorizing the submission of EMPG applications for this 3-year period.

 

OTHER AGENCY INVOLVEMENT:

The Department of Emergency Management coordinates applications and reporting efforts for the EMPG Program, the Auditor-Controller may be required to validate financial documentation, and to receive and distribute funds. At their July 26, 2023, meeting, the Budget Committee supported their recommendations.

 

FINANCING:

This resolution has no impact on the FY2022-24 Adopted Budgets.
