RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Consider making an appointment to the Monterey County Regional Fire District (MCRFD) Board of Directors for a four-year term, effective upon appointment through March 18, 2029; and,
b. Provide direction to staff as necessary.
SUMMARY/DISCUSSION:
The Monterey County Regional Fire District (MCRFD) is a special district organized and operating pursuant to Health and Safety Code section 13800 et seq. to provide fire suppression and emergency response within the district territory, which includes supervisorial districts 2, 3, 4 and 5. The district is governed by a five-member Board of Directors who are appointed by the County of Monterey Board of Supervisors (Board) and reside in the area served by the MCRFD. Current composition of the Board of Directors includes two members residing in District 3 and two in District 5. There is one vacancy on the fire district Board.
Pursuant to Board of Supervisors policy, a 30-day solicitation period was initiated on February 13, 2025 to fill the current vacancy on the fire district board, which yielded two applications with resume and statement of interest by the submittal deadline (March 13, 2025). Although the solicitation notice referenced March 13, 2025 as the submittal deadline, applications were accepted through March 15, 2025. In accordance with Board Policy G-20, a committee was convened to review application packages, confirm applicant residency within the MCRFD territory, and determine the supervisorial district within which each applicant resides. The committee concluded that both applications met the required criteria (see attached applications). Committee findings are enclosed for the Board’s review as Exhibit A.
The vacancy must be filled through Board appointment of a resident from the supervisorial district’s service territory in this instance, District 5. The Board is asked to confer and make an appointment to the MCRFD Board for a four-year term.
OTHER AGENCY INVOLVEMENT:
The County Administrative Office coordinated with the Office of County Counsel, Emergency Services Manager, and the Chief of MCRFD.
FINANCING:
There are no financial impacts to the General Fund resultant to the Board receiving this report.
