RECOMMENDATION:
It is recommended that the Board of Supervisors:
 
a. Approve the addition of the Castroville Boulevard Overlay, Project No. 14-157165, to the approved Work Plan for Fiscal Year 2014-15;
 
b. Approve an increase in appropriations in the amount of $1,553,841 in the FY 2014-15 Road Fund, Fund 002-3000-8195-RMA012 for the Castroville Boulevard Overlay (4/5th vote required);
 
c. Authorize the use of uncommitted fund balance, in the amount of $1,553,841, as the financing source; and
 
d. Authorize the Auditor-Controller to incorporate the approved modification in the FY 2014-15 Budget.
 
SUMMARY/DISCUSSION:
The Castroville Boulevard Overlay project is to pave Castroville Boulevard with hot-mix-asphalt from State Route 156 to San Miguel Canyon Road.  The project is being constructed concurrently with a safety improvement pavement delineation project along the same road, within the same limits.  The project was included in the Fiscal Year 2013-14 Work Plan and was anticipated to be complete in the same year.  However, the project was awarded on June 3, 2014 to The Don Chapin Company, Inc; and is still currently in construction.  Therefore, the Resource Management Agency-Public Works requests the project be included in the FY 2014-15 Work Plan and Adopted Budget.
 
The Board of Supervisors adopted the Plans and Special Provisions for the project on February 25, 2014 and authorized the Director of Public Works to advertise the project in the Monterey Weekly.  The project was advertised and bids were publicly opened on March 28, 2014.  The project was awarded to The Don Chapin Company, Inc. on June 3, 2014 in a total amount of $1,281,421.
 
The project has been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because it is to perform repair and maintenance of existing streets and similar facilities, which involves no expansion of an existing use.  (See CCR ยง 15301.1 Existing Facilities)
 
OTHER AGENCY INVOLVEMENT:
This report was presented to the Budget Committee on October 29, 2014.
 
FINANCING:
There is no impact to the General Fund.  Total estimated project cost, including project management, engineering, and construction, is $1,696,966.  The project is funded from Gas Tax in the amount of $119,466 and from the Board approved allocation of transient occupancy tax from FY 2013-14 in the amount of $1,577,500.  
 
The recommended action adds the Castroville Boulevard Overlay, Project No. 14-157165, to the Board Approved FY 2014-15 Work Plan; increases the FY 2014-15 appropriations in Fund 002-3000-8195-RMA012 by $1,553,841, which will be offset by the uncommitted fund balance in the Road Fund; and authorizes the Auditor-Controller to incorporate the approved modification in the FY 2014-15 Budget.
