RECOMMENDATION:
It is recommended that the Board of Supervisors:

SUMMARY:
The State of California’s 2023 High Road Construction Careers: Resilient Workforce Fund (HRCC: RWF) grants provide funding for pre-apprenticeship training services to prepare participants for careers in the building trades. On February 16, 2023, the California Workforce Development Board notified the MCWDB that its HRCC: RWF program proposal was selected for funding in the amount of $1,925,568 to provide pre-apprenticeship training services to a total of 126 individuals over 30 months. MCWDB’s HRCC: RWF program will serve the three-county region of Monterey, Santa Cruz, and San Benito counties for a term from June 12, 2023 through March 31, 2026.
The MCWDB will serve as the lead and fiscal agent for the Monterey Bay Collaborative’s HRCC: RWF program. From 2014 through 2022, the Collaborative’s core partners were funded to develop and provide successful pre-apprenticeship programs under Proposition 39 and HRCC: Senate Bill 1 (SB1), projects very similar to the new HRCC: RWF program. The RWF program primarily focuses on women but also seeks to serve disaffected youth, lower income and unhoused individuals, racial and ethnic minorities, and formerly incarcerated individuals.
This training and career pathway approach leads participants through pre-apprenticeship training that creates a pipeline for job seekers to enter registered apprenticeships and journey-level employment, a pathway that offers a living wage career. It is anticipated that the program’s outcomes will include 102 participants trained in basic construction skills and the creation of structured pathways to apprenticeships in the building trades.
The building trades-developed MC3 training offers an industry-valued credential upon successful completion of the course. The workforce development boards of Santa Cruz and San Benito counties will assist the project by providing referrals to the pre-apprenticeship program. The MCWDB and its Monterey Bay Collaborative partners will work with the building and construction trades to move the pre-apprentices into registered apprenticeships and employment in the trades.
DISCUSSION:
Beginning in September 2023, the MCWDB will provide pre-apprenticeship training and related services through an Agreement not to exceed $486,000 with the Monterey/Santa Cruz Building Trades Council Training and Education Fund (the Fund). The Fund provides Multi-Craft Core Curriculum (MC3) training and the training venue for the program. Participants are trained in universally applicable construction skills in preparation for apprenticeships, thereby building the infrastructure workforce in the program’s three-county region. Execution of an Agreement with the Fund is consistent with the budget approved by MCWDB at its June 22, 2023, meeting.
As the lead for the Monterey Bay Collaborative and fiscal agent, the MCWDB will receive $1,439,568, allocated as follows:

The MCWDB is responsible to perform the following activities:
• Convene project partners to confirm site locations, establish a timeline for Multi-Craft Core Curriculum (MC3) training to begin, and convene an advisory panel.
• Convene at least one (1) Advisory Council meeting per training cohort for a minimum of six (6) meetings during the project.
• In coordination with the training provider, develop outreach and recruitment materials for use in all three counties.
• Appoint staff to administer the grant and retain up to $438,740 for staff time and administrative costs (includes 10% of the overall grant award).
• Review all invoices and reports received from the training provider, verify compliance with the grant requirements and this Agreement, and forward all invoices for reimbursement to the Fiscal Unit of the MCWDB for payment.
• Reimburse contractors for expenditures associated with the HRCC: RWF program.
• Track grant expenditures, prepare and submit reports to the State of California, and monitor HRCC: RWF grant activities to ensure compliance with the grant terms and conditions outlined in the grant application.
• Lead the evaluation of the HRCC: RWF grant to include identifying lessons learned/best practices.
The Board is requested to authorize the MCWDB’s Executive Director to sign one amendment to this Agreement of up to 10%, or $48,600, for a maximum amount not to exceed $534,600. Amendments which exceed 10% will be brought separately to the Board of Supervisors, in its role as Chief Elected Official of the Monterey County local workforce area, for consideration.
OTHER AGENCY INVOLVEMENT:
Parties to the HRCC: RWF Agreement were involved in its development. County Counsel has reviewed the proposed Agreement as to form.
FINANCING:
The Board’s approval of the proposed pre-apprenticeship training provider Agreement will have no impact on the County General Fund. Funding for the implementation of HRCC: RWF is budgeted in Fund 021, Appropriations Unit CAO036, Department 1050, Unit 8478.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
Approval of the HRCC: RWF Agreement with the Monterey/Santa Cruz Building Trades Council Training & Education Fund will create structured pathways for participants to obtain apprenticeships and will build the infrastructure workforce in the program’s three-county region.
