RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a resolution (Attachment B) to:       
a.   Find that the activity is not subject to CEQA pursuant to Sections 15061(b)(3) and 15378(b)(5) of the CEQA Guidelines;
b.   Establish a Land Use Advisory Committee for the Castroville Community Plan area; and
c.   Amend the Land Use Advisory Committee Procedures ("Guidelines").
 
SUMMARY:
On October 3, 2014, RMA-Planning staff received a referral from the Board of Supervisors relative to the establishment of a Land Use Advisory Committee (LUAC) for the Castroville Community Plan area and how it would impact department resources and priorities (Referral No. 2014.06). The referral was completed and the results of the analysis were submitted to the County CAO's Office. RMA-Planning staff was then tasked to proceed with processing the establishment of the LUAC.
 
On November 18, 2008, the Board of Supervisors adopted the Land Use Advisory Committee Procedures ("Guidelines") (Resolution No. 08-338). Pursuant to the Guidelines, establishment of a LUAC requires the Planning Commission to make a recommendation to the Board of Supervisors and the Board of Supervisors to make the final determination whether to create a new LUAC or change LUAC boundaries.
 
Additionally, establishment of a Castroville LUAC requires a revision to the LUAC Guidelines to reflect this new LUAC.
 
Staff further recommends that the Board of Supervisors amend Exhibit A of the LUAC Guidelines in order to add "specific plan" and "community plan" to the list of types of plans pursuant to which LUAC review of applications could occur.

OTHER AGENCY INVOLVEMENT:
No other agencies were involved.
 
The proposed establishment of the Castroville LUAC and revisions to the Guidelines are scheduled for consideration and recommendation by the Planning Commission on December 10, 2014. The outcome of the Planning Commission meeting was not available at the time this report was drafted. If the Planning Commission makes a recommendation, staff will provide the Commission's recommendation to the Board of Supervisors prior to December 16th.
