a. Approve Agreements with Belli Architectural Group, Inc. and Weston Miles Architects, Inc. to provide on-call services over $100,000 for architectural and engineering design services for various projects located in Monterey County, California, Request for Qualifications #10456, in a total amount not to exceed $2,500,000 for each Agreement and for a term commencing with the signing of each Agreement to May 20, 2019;
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute each Agreement; and
c. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute future amendments to each Agreement to extend the term beyond the original term authorized in Request for Qualifications #10456 where the amendments do not significantly alter the scope of work or change the approved amount of each Agreement.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Agreements with Belli Architectural Group, Inc. and Weston Miles Architects, Inc. to provide on-call services over $100,000 for architectural and engineering design services for various projects located in Monterey County, California, Request for Qualifications #10456, in a total amount not to exceed $2,500,000 for each Agreement and for a term commencing with the signing of each Agreement to May 20, 2019;
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute each Agreement; and
c. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute future amendments to each Agreement to extend the term beyond the original term authorized in Request for Qualifications #10456 where the amendments do not significantly alter the scope of work or change the approved amount of each Agreement.
SUMMARY:
Over the last five (5) years, the County of Monterey’s Resource Management Agency (RMA) has established several on-call agreements by prequalifying professional firms in specialized fields. The purpose of having on-call consultants is to expedite the procurement process when needing specialized expertise from a professional firm when County staff lacks the expertise or when the volume of work exceeds RMA’s capacity. These on-call agreements are utilized across the RMA, and at times used by other County Departments, for specialized expertise in operations, specific facilities and capital projects.
DISCUSSION:
Initially, the RMA selected six (6) consultants, Calpo, Hom & Dong Architects, Inc., IBI Group Architecture Planning, Kasavan Architects, Inc., RIM Architects (California), Inc., The Paul Davis Partnership, LLP, and Wald, Ruhnke & Dost Architects, LLP, for their expertise and capabilities necessary to provide on-call services over $100,000 for architectural and engineering design services for various projects located in Monterey County, California (hereinafter, “services”) under a competitive selection process in accordance with County policies under Request for Qualifications (RFQ) #10456.
Per RFQ #10456, the County retains the ability, at its sole discretion, to add qualified consultants at any time. As allowed per RFQ #10456, the RMA has identified a need for these services from two (2) additional consultants, Belli Architectural Group, Inc. (hereinafter, “Belli”) and Weston Architects, Inc. (hereinafter, “Weston”). These Contractors recently submitted a Statement of Qualifications (SOQ) in response to RFQ #10456 and were also selected to provide these services to assist the RMA’s Architectural Services staff in areas related to professional design for capital projects.
The Agreements between the County and Belli and between the County and Weston will each be issued for a total amount not to exceed $2,500,000 for a term commencing with the signing of each Agreement to May 20, 2019 to coincide with the term of the Agreements with the other six (6) consultants mentioned above and as allowed per RFQ #10456.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel-Risk Management and Auditor-Controller Office have reviewed and approved each Agreement as to form and legality, indemnity and insurance, and fiscal provisions, respectively.
FINANCING:
There is no impact to the General Fund. Services provided by Belli and Weston will be paid from the prospective funding source from individual project budgets. Funding for projects is contained either within the approved budget appropriations in: Fund 401 - Facilities Maintenance Projects; Funds 402 - Capital Projects; Fund 404 - Facility Master Plan Projects; Fund 002 - Road Fund; the respective funds established for individual County Service Areas or County Sanitation Districts, or the individual department authorizing the project.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The recommended action supports the Board of Supervisors’ Strategic Initiatives by allowing for the planning and development of a sustainable, physical infrastructure that improves the quality of life for County residents and supports economic development results, and further to provide for adequate County facilities and infrastructure.
